Randall Kizer

Inspector General Criminal Investigator Academy

Randall Kizer is currently assigned as a Senior Special Agent with the Department of Homeland Security, Office of Inspector General (OIG) on detail as the Acting Director for the Inspector General Criminal Investigator Academy (IGCIA).  Randall has served the OIG community for over 28 years.   Prior to joining the IGCIA in 2014 he served in various investigative and management level positions at the Department of Energy (DOE) and Tennessee Valley Authority OIGs.    Randall lead offices at DOE that where routinely the highest producing offices throughout the United States in criminal convictions, recoveries and monies returned to the Department.   As a result of his leadership he and his staff were recognized multiple times by various United States Attorney’s and the Council of Inspector General on Integrity and Efficiency for their outstanding accomplishments and service.   Randall was instrumental in developing the East Tennessee Environmental Crimes Task Force which has been recognized nationally as a model for its collaboration and law enforcement teaming efforts. 

Prior to his federal career, Randall served as a local police officer in Sweetwater, TN and then in the District Attorney General’s Office, 10th Judicial District.   While at the DA’s office he successfully reinvestigated two capital murder cold cases, 10 and 12-year-old respectively.  In doing so he worked with multiple law enforcement agencies and the Canadian government to identify the whereabouts, apprehension and return of a wanted murder suspect who had been a fugitive for over ten years.   Because of his efforts, the fugitive was convicted of two capital murders and was sentenced to the Death Penalty plus 99 years.  

In addition to his full-time career he has been a football official for 35 years beginning as a High School official in Tennessee.   His climb to Division 1 football began in 1994 when he was hired by the South Atlantic Conference, a Division II conference with schools primarily in the Carolinas.   He was then hired in 1997 by the Ohio Valley Conference a Division IAA conference.  In 2001 he got his break to Division I football when he was hired as one of the inaugural staff members of the newly formed Sun Belt Conference. That same year he was also hired by the Southeastern Conference (SEC) as a supplemental official.  In 2006 he was assigned to a crew as a Headline Judge where he currently serves today.  He has been assigned to 5 Division 1 bowl assignments in his Division 1 career which included the 2002 Silicon Valley, 2004 Peach Bowl, and 2014 Sun Bowl, 2018 Cheez it and 2019 Camping World Bowl.
