Delegated Examining Training Schedule

This page provides information, forms, and the course schedule for current Federal employees who are human resources (HR) professionals and who are required to complete Delegated Examining (DE) Training.

  • DE Training responsibilities: See Chapter 1, Section D of the Delegated Examining Operations Handbook (DEOH). This section also discusses Certification and Re-certification training.

    Certification Training is for HR specialists, assistants, and staff responsible for conducting competitive examining functions under an agency delegated examining agreement. Candidates must have six months of prior Federal staffing experience or three months of Federal staffing experience and completed formal training in either competitive examining or merit promotion staffing procedures.

    During Certification Training, instructors will give an overview of the DEOH and cover recruitment, public notice, candidate assessment and referral, auditing of referral lists, delegated examining unit accountability responsibilities, and reporting requirements in the competitive examining process. At the conclusion of the training, candidates will receive a certificate that will permit them to conduct delegated examining functions for a period of three years.

  • Training forms: Submit OPM Forms 1674 and 1675 to the OPM Contact listed for the training course (See Training Schedule for contact name). Use OPM Form 1674 to provide the name, duty station, and other information about the participant who will attend the course. OPM Form 1675 is a delegated examining competency assessment tool. This form highlights the strengths and emphasizes additional training requirements of the participant, and it must be completed by the participant and his/her supervisor. The OPM contact must receive both forms prior to the start date of the class.

Web-based Delegated Examining Recertification Training

This page provides information and procedures for current Federal employees who are human resources professionals and who are required to complete Web-based Delegated Examining Recertification Training (WBRT).

Delegated Examining Training responsibilities are covered in Chapter 1, Section D of the Delegated Examining Operations Handbook (DEOH) and this section also discusses Certification and Re-certification training.

WBRT is refresher training for current Federal employees who successfully completed the Certification training and their three year certification period is near expiration. The curriculum mirrors the initial training but at an accelerated pace. This course presents any newly released flexibilities, and/or changes to DEOH operational guidance and procedures. At the conclusion of the training, candidates will receive a certificate that enables them to continue their delegated examining functions for another period of three years.

Requests for delegated examining recertification training must be emailed to DE.Recertification@opm.gov by your Agency Headquarters or the Supervisor of your Delegated Examining Unit. Also you must complete the spreadsheet that is attached to the Delegated Examining Information System "Message Board". Please fill in only the items that are highlighted in yellow.

Agency Headquarters and Supervisors of the Delegated Examining Units have been granted access to the Delegated Examining Information System and can retrieve this spreadsheet. Please contact the appropriate official for the spreadsheet.
