Merton Miller

Merton W. Miller serves as the Associate Director of Investigations for the Office of Personnel Management's (OPM), Federal Investigative Services. OPM's Federal Investigative Services is the Federal Government's largest provider of background investigations and services, supporting more than 100 Federal agencies' personnel security programs. Mr. Miller oversees FIS operations in Washington, DC; Boyers, Pennsylvania; Fort Meade, Maryland; and regional field staff worldwide. He is responsible for FIS operations, policy development and contractor oversight of OPM's Investigations Program, completing over two million investigations annually.

Before joining OPM-FIS, Mr. Miller served a long and distinguished career with the U.S. Air Force reaching the rank of full Colonel before his retirement in October 2005. During his career Colonel Miller served with the Air Force Office of Special Investigations where he commanded four detachments, one Expeditionary Squadron, and the Pacific Region specializing in criminal, counterintelligence, counterterrorism, and security investigations and operations. Key staff assignments included serving as the Assistant Deputy Director for Counterintelligence, as the principal advisor to the Assistant Secretary of Defense, Office of the Secretary of Defense, and serving as the Security Advisor for the White House Military Office in direct support of the President of the United States. In 2001, Colonel Miller deployed to Southwest Asia where he commanded OSI forces and was the Senior Advisor to the Joint Force Air Component Commander for all investigative, counterintelligence, and security supporting Operation ENDURING FREEDOM. In 2002, Colonel Miller took command of AFOSI Region 6, overseeing all AFOSI operations across the Pacific. Upon his retirement from the military in 2005, Mr. Miller joined the Department of Defense's Counterintelligence Field Activity directing DoD CI Campaigns, the number one Department of Defense counterintelligence initiative.

Colonel Miller's military awards and decorations include: the Defense Superior Service Medal, Legion of Merit, Bronze Star, Defense Meritorious Service Medal, Meritorious Service Medal (five oak leaf clusters), Air Force Commendation Medal, the Office of the Secretary of Defense Service Badge, and the Presidential Service Badge.

Mr. Miller is married to the former Nancy R. F. Bortko, and they have three adult children.
