Reed currently serves as the Director of the Instructional Design Center within the Office of Training and Development at Customs and Border Protection. As the first ever director, he is tasked with building and leading the newly created directorate. He is charged with establishing agency-wide programs, policies and procedures for conduct of resident, exportable, distance learning and training to over 60,000 law enforcement and mission support personnel annually. Additionally, he is responsible for establishing evaluation and standardization protocols across the training enterprise.

Prior to joining CBP, Reed served 25 years on active duty with the U.S. Coast Guard, where he achieved the rank of captain. His final assignment with the Coast Guard was as the commanding officer of their largest training center in Yorktown, VA. His other assignments includes Director for Training and Evaluation at the White House Military Office and Chief of Training at Coast Guard Training Center Petaluma. His operational assignments include Chief of the Prevention Department at Sector Sault Ste. Marie, Supervisor of Marine Safety Detachments Grand Haven, MI and St. Thomas, USVI, as an inspector at Marine Safety Office New Orleans, and onboard the cutters Morgenthau and Cherokee.

Reed is a graduate of the U.S. Merchant Marine Academy where he earned a Bachelor of Science degree in marine transportation. He holds a Master of Management degree from Aquinas College and a Master of Arts degree in education from San Diego State University.
