Mr. Brian L. Sulc assumed his current duties as Executive Director, Training Optimization Initiative, Office of Intelligence & Analysis (I&A), Department of Homeland Security in June 2019. Brian has been with I&A since February 2004 with the exception of one deployment as a Battalion Commander in the U.S. Marine Corps. Previously in I&A, Brian served as the Program Manager, Counterterrorism Center of Excellence, Director and Deputy Director, Border Security Division; Intelligence Program Manager at the Secure Border Initiative; Deputy Director, Current Intelligence Division; and Policy Advisor to the Undersecretary of the Directorate of Information Analysis and Infrastructure Protection. Brian received a Bachelor’s degree from Cornell University in May of 1987 and a Juris Doctorate from George Mason University School of Law in 1994. He attended Cornell University on a NROTC scholarship as well as football grant. While at Cornell, Sulc was a strong safety for the varsity football team.
After passing the bar exam in 1994, Brian served as a U.S. Congressional Legislative Assistant followed by seven years as a criminal prosecutor at the Arlington, Virginia Commonwealth’s Attorney and for the Virginia Attorney General. After 9/11 and prior to joining the Department of Homeland Security, Brian served as a Marine Corps Intelligence Activity Liaison Officer to the First Marine Expeditionary Force in Kuwait and Iraq during Operation Iraqi Freedom and the Marine Corps Central Command in Bahrain. Upon graduation from Cornell in 1987, Brian became a U.S. Marine. He served in the Marines for 30 years both in active duty and as a reservist and retired a Colonel in 2017. In his reserve role, he most recently served as the Chief, Marine Cryptologic Support Battalion Reserve Detachment at Fort Meade, Maryland. In addition, he served as Battalion Commander, 1st Battalion, 25th Marines, as well as an infantry and reconnaissance platoon commander and company commander, an Operations Officer, an intelligence officer, a Civil Affairs Assistant Detachment Commander, and the Deputy Director of the Instructional Management School. Professional awards include two DHS Special Act Awards, the Pat Roberts Intelligence Scholarship Award, the Bronze Star, the Chambers Award for the Marine Corps Reserve’s most outstanding Company Commander, and two Navy Commendation Medals. Brian currently is a member of the Grace Community Church, and coaches youth football and wrestling. He also is a certified physical trainer and instructs at 0530 weekday mornings for the “Colonel’s Fitness Program.”
Brian is the father of five children. Savanna, 23; Hunter, 21; Sierra, 18; Sonora, 16; and Bojan 12.
