Notice Regarding New System for Electronic Filing

The United States Department of Labor is launching a new eFile/eServe System (“EFS”) on Monday, December 7, 2020.  EFS is the Department’s next generation, shared system for electronic filing in proceedings before the Administrative Review Board (“ARB”), Benefits Review Board (“BRB”), Employee Compensation Appeals Board (“ECAB”), Office of Administrative Law Judges (“OALJ”), and Board of Alien Labor Certification Appeals (“BALCA”).   

The Chief Administrative Law Judge has issued an Administrative Notice addressing use of EFS in OALJ and BALCA proceedings.

Beginning on December 7, 2020, parties appearing before OALJ and BALCA are encouraged to e-file using this new system.  Until further notice, however, OALJ and BALCA will continue to accept e-filings under the procedures stated at https://www.dol.gov/agencies/oalj/FILING_BY_EMAIL.  Parties may also still opt to file by regular mail, courier service, hand delivery, or facsimile. 

Parties may visit https://efile.dol.gov to register and to review user guides, video tutorials, and FAQs.

Please note that the ARB, BRB, and ECAB are replacing their existing Electronic File and Service Request (EFSR) system with the new EFS.  To implement this migration, EFSR went offline at 5:00 p.m. EST on December 3, 2020, and the new EFS will not be operational until 8:30 a.m., EST on Monday, December 7, 2020.  This means that you will not be able to e-file any appeals or other documents with the ARB, BRB or ECAB after 5:00 pm EST on December 3rd and before 8:30 a.m. EST on December 7th.  If you intend to file with the ARB, BRB or ECAB on these dates, please plan to file by other means (conventional mail, hand delivery, etc.).
