HCV Landlord Resources

The housing choice voucher (HCV) program is the federal government's primary program for assisting very low-income families, the elderly, and persons with disabilities to afford decent, safe, and sanitary housing in the private market. Since housing assistance is provided on behalf of the HCV tenant, participants are able to find their own housing, including single-family homes, townhouses and apartments. Housing choice vouchers are administered locally by public housing agencies (PHAs) that receive federal funds from the U.S. Department of Housing and Urban Development (HUD) to administer the HCV program. This means that the tenant, landlord and PHA all have obligations and responsibilities under the HCV program.

HCV Landlord Symposiums

Beginning in fiscal year 2020, HUD’s Office of Public and Indian Housing intends to host regular symposiums with rental housing owners and managers (landlords) across the country. These symposiums are part of a larger Department-wide effort to better serve and connect with landlords – as HUD recognizes landlords are crucial partners necessary for housing low income families with housing choice vouchers.

The two primary goals of the symposiums are to:

  • Provide opportunities for landlords, Public Housing Authorities and HUD to connect, and
  • Provide current, relevant information and resources to landlords and Public Housing Authorities related to the landlord’s role in the HCV program.

Please note that while the Symposiums require registration, they are public events and will include speakers outside of the Department of HUD. Therefore, the entirety of content and comments should not be interpreted as the Department’s position on certain issues.
