HUD’s Lead-Safe Housing Rule (LSHR) applies to all target housing that is federally owned and receiving Federal assistance. This rule covers Public Housing Authorities (PHAs) managing the public housing, Housing Choice Voucher, Project-based voucher, and Project-based Rental assistance programs. The rule also includes requirements for property owners participating in these programs.
Updated Requirements for Children with Elevated Blood-Lead Levels (EBLLs)
On January 13, 2017, HUD published an amendment to the Lead Safe Housing Rule on responding to cases of children in assisted housing who have elevated blood lead levels (EBLLs). For more information, see:

Other Federal Laws on Lead-based Paint
The U.S. Environmental Protection Agency has additional requirements for PHAs, including a requirement to ensure that all renovation, repair and painting work in properties built before 1978 are performed by certified contractors. EPA also requires that all lead-based paint Inspectors, Risk Assessors and Abatement Professionals are certified. More information is at www.epa.gov/lead and in PIH Policy Notice 2011-44.
