Description

The State Program Reports are the primary information system for states to report on the Older Americans Act (OAA) program of supportive services, nutrition, caregiver support, and other services they provide. It includes information about the OAA participants, what services they receive, and what funding is expended on the program. The State Reports serve as a critical data source for measures of the performance of OAA programs. The data are collected annually through web-based submissions via the State Reporting Tool (SRT) Portal, followed by multiple data checks for consistency, including multi-year comparison reports that are reviewed by ACL and state staff. The states certify the accuracy of their data once review procedures are complete.

Description

The National Ombudsman Reporting System describes the services provided under Title VII (Chapter 2) of the Older Americans Act (OAA). The annual reports summarize long term care ombudsman efforts on behalf of residents in long term care facilities, including information on cases, complaints, program statistics, and narrative reports. The data are collected through web-based submissions via the Ombudsman Reporting Tool (ORT) Portal. The review process for the annual submissions include automated edit checks, ACL staff review, and follow up with states to assure validity and accuracy.

Description

Title VI of the Older Americans Act (OAA) grants awards to tribal and native organizations representing older American Indians, Alaska Natives, and Native Hawaiians. Staffing information is collected along with information on nutrition, supportive, and caregiver support services. The reports are submitted by grantees and reviewed by ACL staff. Tribal officials certify that the annual reports are accurate once review procedures are completed.

Description

The National Survey of OAA Programs is a collection of annual national surveys of recipients of select Title III services. Their purpose is to obtain performance outcome measurement information, which is then used in ACL’s GPRA plan and PART assessment. The survey instruments focus on consumer assessment of service quality and consumer-reported outcomes. The instruments also measure special needs characteristics such as physical and social functioning of the people who receive services. The 2003 and 2004 surveys were pilot surveys conducted to determine the feasibility of using national surveys for performance measurement. Sample sizes were increased for subsequent surveys allowing for more robust, subgroup analyses.

Census Bureau Files

Description

The population estimates data are released each year by the Census Bureau. The Census Bureau's Population Estimates Program (PEP) produces estimates of the population for the United States and Puerto Rico. These estimates are used in federal funding allocations, as survey controls, as denominators for vital rates and per capita time series, and as indicators of recent demographic changes. With each new release of annual estimates, the entire time series of estimates is revised for all years back to the last census. Thus, on AGID, the population estimates are updated back in time for each new annual release. As with the total U.S. and Puerto Rico, similar estimates are downloaded from the Census Bureau’s International Database for U.S territories and included in AGID.

Description

The county-level population estimates are released each year by Census, and each new series of data incorporates the latest administrative record data, geographic boundaries, and methodology. Therefore, the entire time series of estimates (called vintages) beginning with the most recent decennial census is revised annually, and estimates from different vintages of data may not be consistent across geography and characteristics detail. County-level data are available on the AGID website for all 50 United States and the District of Columbia. PSA-level data are available for most states, although there are some that lack complete coverage and others with no coverage at all (see below).

PSA Coverage

Within the Aging Network, most states are divided into planning and service areas so that programs can be tailored to meet the specific needs of older persons residing in those areas. PSA geographic boundaries usually consist of a county or group of counties, although there are some states where sub-county definitions are used to define the boundaries for a PSA. Examples include New England towns, states containing Indian Reservations and large cities such as Los Angeles, Chicago and Detroit.

Only those PSAs with geographic boundaries consisting of one or more counties are included in the Population Estimates data in AGID. Population estimates for PSAs made up of portions of counties or Indian reservations can be found in the ACS Special Tabulation tables in the Data Files section of AGID.

Effective in 2013, five states (Iowa, Maine, Michigan, Montana, and North Carolina) had changes to how their planning and service areas are defined, with corresponding changes to their PSA geographic boundaries. For 2013 and subsequent Population Estimates data, the new PSA definitions are applied to the county-level estimates to create PSA estimates, where appropriate.

For 2013 and subsequent years of data, PSA estimates are complete for 36 states and the District of Columbia in the AGID system. There are 11 states with partial PSA coverage and 3 states with no PSA coverage:

  • Partial Coverage: California, Illinois, Maine, Massachusetts, Michigan, Minnesota, Montana, New York, Utah, Vermont, Washington
  • No Coverage: Arizona, Connecticut, New Mexico

For 2012 and earlier years of data, the previous PSA definitions were applied to the county-level estimates. PSA estimates are complete for 37 states and the District of Columbia in the AGID system. There are 10 states with partial PSA coverage and 3 states with no PSA coverage:

  • Partial Coverage: California, Illinois, Massachusetts, Michigan, Minnesota, Montana, New York, Utah, Vermont, Washington
  • No Coverage: Arizona, Connecticut, New Mexico

Description

The Public Use Microdata Sample files, or PUMS, are a sample of the actual responses to the American Community Survey and include most population and housing characteristics. The ACS tabulations on the AGID website were produced using the 1-Year Public Use 5% Microdata Sample files, which contain data for the nation, states, District of Columbia, Puerto Rico, and Public Use Micro Data Sample Areas (PUMAs), which are special non-overlapping areas that partition a state. Each PUMA contains a population of about 100,000. PUMA boundaries are updated with each decennial census in cooperation with the State Data Centers. These files provide the flexibility to prepare customized tabulations and can be used for detailed research and analysis. Files have been edited to protect the confidentiality of all individuals and of all individual households.

Description

The 2010 Census Special Tabulation is based on the Census Bureau’s 2010 Decennial Census. Twelve tables provide data on age, sex, race/ethnicity, household type and relationship, and type of group quarters, with particular emphasis on the 60 and older population. For the 50 states, the District of Columbia, and Puerto Rico, data are available by county or county-equivalent, county subdivision, census tract, and ACL’s planning and service area (PSA). Additionally, age group data for the population 60 and older are tabulated by Zip Code Tabulation Area (ZCTA). These state tables include Rural/Urban components for most available geographies. A subset of eleven tables is provided separately for all American Indian, Alaska Native, and Hawaiian Home Land areas within the U.S., including the twelve Alaska Native Regional Corporation areas; ZCTA-level data and urban/rural breakouts are not included in these tabulations. PSAs reported in the Decennial Special Tabulations use the geographic areas definitions at the time of the 2010 Census.
