AN ACT To provide for the reform and continuation of agricultural and other programs of the Department of Agriculture through fiscal year 2023, and for other purposes.

Making appropriations to provide productive employment for hundreds of thousands of jobless Americans, to hasten or initiate federal projects and construction of lasting value to the nation and its citizens, and to provide humanitarian assistance to the indigent for fiscal year 1983, and for other purposes. 

Three pieces of legislation currently govern the level of food and administrative resources available to TEFAP in FY 2013: the Food and Nutrition Act of2008; the Emergency Food Assistance Act of J 983; and the Continuing Appropriations Resolution, 2013 (i .e., the Continuing Resolution, or P.L. 112-175), which provides funding in FY 2013 at a pro rata share of the FY 20 12 funding level through March 27, 2013.

Fiscal Year 2012 Funding for The Emergency Food Assistance Program

Due to the change in the implementation date for the Web-Based Supply Chain Management (WBSCM) system, the deadlines for state TEFAP agencies to convert TEFAP food and administrative funds as listed in the Oct. 23, 2009 memorandum entitled "Fiscal Year (FY) 2010 Funding for the Emergency Food Assistance Program" have been revised. These date changes will ensure that states have the ability to use their food and administrative funds efficiently this fiscal year, given the abbreviated food ordering timeline necessary for WBSCM implementation.

The purpose of this memorandum is to remind Entities that the third ARRA reporting period begins on April 1, 2010, to update and summarize certain guidance that Entities must use when reporting TEFAP ARRA data.
