JOHN GIBBS, PRINCIPAL DEPUTY ASSISTANT SECRETARY [ ^ Top ]

John Gibbs

John Gibbs currently serves as Principal Deputy Assistant Secretary for the Office of Community Planning and Development (CPD) within the US Department of Housing and Urban Development (HUD). In that capacity, Mr. Gibbs oversees an annual budget of $8 billion in HUD federal funds for the Community Development Block Grant program, HOME Investment Partnerships, Technical Assistance and Capacity Building, and Special Needs Assistance Programs (SNAPS) encompassing homelessness and other special needs populations. Also under Mr. Gibbs’ purview is the Community Development Block Grant Disaster Recovery program which funds the rebuilding of communities impacted by major disasters.

Mr. Gibbs has 20 years of professional experience, including most recently three years in leadership positions at HUD, first as Senior Advisor to the Assistant Secretary for Community Planning and Development, and then as Senior Advisor in the Office of the Secretary, where he oversaw policy for CPD and other program offices while advancing key Secretarial and White House policy initiatives including homelessness, economic mobility, and grantee monitoring.

Prior to HUD, John was a director at a non-profit organization in Japan where, in additional to managing an international team, he used his complete fluency in Japanese to train non-profits on how to reach the vulnerable using technology, as well as deployed homeless outreach strategies for Japanese churches. Prior to that, John was a software engineer in Silicon Valley, where he worked for Symantec, Palm, and Apple, playing a key role in the development of landmark technology products including industry-leading intrusion detection software, and the very first version of the iPhone.

John is a published author, having written academically on the application of Behavioral Economics to policymaking. John holds a B.S. in Computer Science from Stanford University, and a Master in Public Administration from the Harvard University Kennedy School of Government.

MATTHEW AMMON (ACTING), GENERAL DEPUTY ASSISTANT SECRETARY [ ^ Top ]

Matthew Ammon

Mr. Ammon is serving as Acting General Deputy Assistant Secretary and was previously the Director of the Office of Lead Hazard Control and Healthy Homes. He has worked at HUD for over 25 years to develop programs to eliminate childhood lead poisoning and to address housing conditions that threaten the health of residents. Mr. Ammon has led the development of robust grant programs and other initiatives to support local efforts to address environmental hazards in the home. To that end, these efforts have been instrumental in decreasing the prevalence of elevated blood lead levels nationwide in young children.

Mr. Ammon has been instrumental in leading the Department to address housing conditions that threaten heath by authoring HUD’s Healthy Homes Strategic Plan, and led a federal interagency workgroup to develop Advancing Healthy Housing – A Strategy for Action, which aligns goals and priorities from numerous federal agencies to create healthier housing.

Mr. Ammon’s contributions are also seen on the Federal Radon Action Plan, the Coordinated Federal Action Plan to Reduce Racial and Ethnic Asthma Disparities, the Surgeon General’s Call to Action to Promote Healthy Housing, and the National Prevention Council’s National Prevention Strategy.

LORI MICHALSKI, DEPUTY ASSISTANT SECRETARY FOR OPERATIONS  [ ^ Top ]

Lori Michalski

Ms. Michalski joined HUD in August 2003 and currently serves as the Deputy Assistant Secretary for Operations, Office of Community Planning & Development (CPD). In her current role, Ms. Michalski provides operational support to all program offices in the Office of Community Planning and Development for hiring and recruiting, consultative services, human capital programs, systems and technology, labor relations, facilities, budget and continuous process improvement. Additionally, Ms. Michalski provides oversight of CPD field operations, as well as CPD’s technical assistance program and audit resolution and closeout functions. Prior to joining CPD, Ms. Michalski served as the Deputy Assistant for Housing Operations where she was responsible for helping to establish a quality organization in HUD, promoting the use of Lean Methodology and workflow automation as continuous improvement techniques.

Ms. Michalski has worked for HUD in a variety of positions, including Special Assistant to the FHA Commissioner for Continuous Improvement, Director, Office of Management, and Director, Organizational Policy, Planning and Analysis Division. Ms. Michalski previously worked as a Management and Program Analyst for the Office of the Inspector General for the Department of Transportation (DOT) and in the U.S. Postal Service (USPS) as a Marketing Analyst and an Operations Specialist. Having worked in the USPS for almost 10 years, her responsibilities covered a variety of assignments, from marketing to retail to operations. Ms. Michalski holds a Bachelor of Arts in Accounting from Strayer University in Virginia and graduated with honors as Summa Cum Laude.

LARRY B. JACKSON II (ACTING), DEPUTY ASSISTANT SECRETARY FOR ECONOMIC DEVELOPMENT [ ^ Top ]

Mr. Jackson is serving as Acting Deputy Assistant Secretary for Economic Development overseeing the Self-Help Homeownership Opportunity Program (SHOP) and Veterans Housing Rehabilitation and Modification Program. His experience includes serving as a key member of the CPD executive team providing policy analysis and recommendations on various grant programs and Departmental priorities such as Opportunity Zones. Before joining the Assistant Secretary’s staff, Mr. Jackson supported HUD's Technical Assistance and Capacity Building Program and completed the Department's Management Development Program.

Prior to arriving at HUD, Mr. Jackson enlisted in the United States Air Force following the 9/11 terrorist attacks serving as an Intelligence Analyst assigned to the National Security Agency (NSA). During his enlistment, he authored several critical reports that were briefed to President George W. Bush and was subsequently awarded the Joint Service Achievement Medal for exceptional reporting. He went on to fill senior consulting positions in the fields of risk mitigation, training, operations and strategic planning.

Mr. Jackson holds a Bachelor of Science in Marketing, Master of Science in Management and a Master of Business Administration (MBA) from the University of Maryland University College. He also holds a professional certification from Georgetown University in Project Management and completed Cornell University's Executive Leadership program.

JANET GOLRICK (ACTING), DEPUTY ASSISTANT SECRETARY FOR GRANT PROGRAMS [ ^ Top ]

Janet GolrickMs. Golrick has over 30 years of experience in housing, community development and disaster work. She has worked in both the private and public sectors. She has expertise in disaster preparedness and recovery and has been a part of HUD’s disaster team since Hurricane Katrina. She also was the Housing lead for the Hurricane Sandy Rebuilding Task Force.

Ms. Golrick has worked in HUD’s Offices of Community Planning and Developing and Housing. In the Office of Housing, she has worked in the Office of Multifamily Housing Programs and is the Associate General Deputy Assistant Secretary for Housing. She served as the Acting Deputy Secretary and the Associate Deputy Secretary. She currently serves as HUD’s National Disaster Coordinator and Acting Deputy Assistant Secretary of Grant Programs in HUD’s Office of Community Planning and Development.
