  • Administration on Disabilities funded data collection activities;
  • Current Administration on Aging evaluation activities; and

Version 2.50: 2017 Title VI Data and 2018 National Survey of OAA Participants

2017 Title VI Data
The addition of 2017 Title VI data to the Data-at-a-Glance and Custom Tables sections by Tribal Organizations, with information on clients, units of service, staffing, and grant amounts.

2018 National Survey of OAA Participants This release featured the addition of the 13th National Survey of Older Americans Act Participants data. Survey data are available in the Custom Tables section of AGID. Additional information related to the data is available in the Data Files section of AGID.

Background: In 2014, questions about sexual orientation taken directly from the Center for Disease Control and Prevention’s National Health Interview Survey (NHIS), were introduced to the National Survey of Older Americans Act Participants (NSOAAP). The first year the sexual orientation data were analyzed, the Administration for Community Living (ACL) found the responses to be so small and the standard errors so large that ACL was not confident in the reliability of the estimates and therefore did not make the data available for viewing or downloading.1 As is standard practice with many other federal surveys, ACL decided to collect data over five years to see if when combined, the data could be used to produce more reliable estimates. The 2018 survey was the fifth year of data collection. ACL asked the statisticians at Westat to analyze five-years of aggregated data to see if a large enough sample size was created to reduce standard errors and provide reliable estimates. Only NSOAAP’s Caregiver survey had a large enough cell size and small enough standard error to provide a reliable estimate of the percentage of survey participants reporting that they are lesbian, gay, or bisexual.

Findings: An aggregated five-year data file (2014-2018) from the National Survey of Older Americans Act Participant’s Caregiver Survey produced an estimate of less than 1 percent of caregivers responding that they were lesbian, gay, or bisexual.

Version 2.41: 2017 National Survey of OAA Participants

As part of the 12th National Survey of Older Americans Act Participants, ACL continued to pilot questions about sexual orientation. However, because of small sample size and a large statistical measure of standard error (>30%), the data are not available for viewing or downloading at this time. ACL is working to refine these questions (with other experts in the field), adjust the sample size and obtain an acceptable level of standard error measurement. Once these are accomplished, ACL intends to make data about the sexual orientation of service recipients available.
