October 2020 Freight Transportation Services Index (TSI) Rose Slightly

The Freight Transportation Services Index (TSI), which is based on the amount of freight carried by the for-hire transportation industry, rose 0.1% in October from September, rising for the second consecutive month, according to the U.S. Department of Transportation’s Bureau of Transportation Statistics’ (BTS). From October 2019 to October 2020 the index fell 4.5% compared to a decline of 0.6% from October 2018 to October 2019 and a rise of 6.8% from October 2017 to October 2018 (Tables 1, 2, and 2A).

The level of for-hire freight shipments in October measured by the Freight TSI (131.7) was 6.9% below the all-time high level of 141.5 in August 2019 (Table 2A). BTS’ TSI records begin in 2000. See historical TSI data.

The September index was revised to 131.6 from 132.6 in last month’s release but still remains above August 2020. August was revised down slightly. Monthly numbers for February and July were revised were revised up slightly.

BTS is withholding the scheduled release of the passenger and combined indexes for October. The passenger index for October is a statistical estimate of airline passenger travel and other components based on historical trends up to September 2020. The statistical estimate does not fully account for the rapidly changing impacts of the coronavirus on the historical trend. Air freight for October is also a statistical estimate. Since air freight makes up a smaller part of the freight index, the freight TSI is being released as scheduled with the air freight estimate included. The September passenger and combined indexes are available on the BTS website.

The Freight TSI measures the month-to-month changes in for-hire freight shipments by mode of transportation in tons and ton-miles, which are combined into one index. The index measures the output of the for-hire freight transportation industry and consists of data from for-hire trucking, rail, inland waterways, pipelines and air freight. The TSI is seasonally-adjusted to remove regular seasons from month-to-month comparisons.

Analysis: The Freight TSI was almost unchanged in October, increasing 0.1% from September due to growth in water, rail intermodal, rail carload, pipeline and air freight, despite a decline in trucking. The October increase took place against the background of largely positive results in other indicators.

The Institute for Supply Management Manufacturing (ISM) index was up by 3.9 points to 59.3, indicating a renewed acceleration of growth in manufacturing. The Federal Reserve Board Industrial Production (IP) Index grew by 1.0% in October reflecting  increases of 1.0% in manufacturing and 3.9% in utilities, while mining decreased by 0.6% . Housing starts grew by 4.9%. Personal Income was down 0.7%, led by a decrease in government social benefits as pandemic assistance wound down, according to the Bureau of Economic Analysis.

Although the October Passenger TSI is being withheld because of the difficulty of estimating air passenger miles and other modes, the September index is now being released. The index rose 57.6% from August to September, the fifth consecutive increase following three months of decline, which left it below any level the Passenger TSI had been before the pandemic for the seventh consecutive month. Air passenger and rail passenger were up in September, but transit decreased.

Trend: The October increase in the Freight index was the second consecutive increase, leaving TSI 0.2% above its August level and 0.9% below its July level. The index has increased in five of the last six months, following three months of decline. TSI’s course through the pandemic has been a decline of 8.1% from January to April, a 5.7% rebound from April to July, a subsequent 1.1% decline from July to August and then small increases in September and October.

Compared to pre-pandemic levels, the index is at the level it reached in November 2017.  It remains above any level it attained before that month. For additional historical data, go to TSI data.

Index highs and lows: For-hire freight shipments in October 2020 (131.7) were 38.8% higher than the low in April 2009 during the recession (94.9). The October 2020 level was 6.9% below the historic peak reached in August 2019 (141.5) (Table 1A).

Year-to-date: For-hire freight shipments measured by the index were down 3.6% in October compared to the end of 2019 (Table 3).

Long-term trend: For-hire freight shipments are up 7.2% in the five years from October 2015 and are up 21.9% in the 10 years from October 2010 (Table 5). 

Same month of previous year: October 2020 for-hire freight shipments were down 4.5% from October 2019 (Tables 4, 5).

The TSI has three seasonally-adjusted indexes that measure changes from the monthly average of the base year of 2000. The three indexes are freight shipments, passenger travel and a combined measure that merges the freight and passenger indexes. Revisions: Monthly data has changed from previous releases due to the use of concurrent seasonal analysis, which results in seasonal analysis factors changing as each month’s data are added.

Brief Explanation of the TSI

The Transportation Services Index (TSI) is a measure of the month-to-month changes in the output of services provided by the for-hire transportation industries.  The freight index measure changes in freight shipments while the passenger index measures changes in passenger travel.

The TSI tells us how the output of transportation services has increased or decreased from month to month. The index can be examined together with other economic indicators to produce a better understanding of the current and future course of the economy.   The movement of the index over time can be compared with other economic measures to understand the relationship of changes in transportation output to changes in Gross Domestic Product (GDP).

The freight transportation index consists of:

For-hire trucking,
Railroad freight services (including rail based intermodal shipments such as containers on flat cars),
Inland waterways transportation,
Pipeline transportation (including principally petroleum and petroleum products and natural gas), and
Air freight.

The index does not include international or coastal waterborne movements, private trucking, courier services, or the US Postal Service.

The passenger transportation index consists of:

Local transit,
Intercity passenger rail, and
Passenger air transportation.

The index does not include intercity bus, sightseeing services, ferry services, taxi service, private automobile usage, or bicycling and other non-motorized transportation.

The TSI includes only domestic "for-hire" freight and passenger transportation. For-hire transportation consists of freight or passenger transport services provided by a firm to external customers for a fee. The TSI does not include taxi services, paid ride services in personal motor vehicles (e.g., Uber, Lyft, etc.), intercity bus services, in-house transportation (vehicles owned and operated by private firms for their own use), or noncommercial passenger travel (e.g., trips in the household car).
