OSEP Fast Facts Highlight Asian, Hispanic and/or Latino Children with Disabilities

Office of Special Education Programs. OSEP Fast Facts: Asian Children with Disabilities. For the purposes of this fact sheet, an Asian student with disabilities is a child or youth having origins in any of the original peoples of the Far East, Southeast Asia, or the Indian subcontinent. This includes, for example, Cambodia, China, India, Japan, Korea, Malaysia, Pakistan, the Philippine Islands, Thailand, and Vietnam. (Does not include persons of Hispanic/Latino ethnicity) and is eligible for special education and related services under the Individuals with Disabilities Education Act (IDEA), Part B. In 2018, Asian children comprised 2.49% of the population of students ages 6-21 served under IDEA, Part B. 17.59% of the students with disabilities served in Hawaii are Asian.

WASHINGTON (Dec. 17, 2020) – The Office of Special Education Programs released two new OSEP Fast Facts infographics focused on Asian and Hispanic and/or Latino children with disabilities in the U.S.

The infographics use data collections authorized under Section 618 of the Individuals with Disabilities Education Act to visualize information.

“OSEP recently released two other Fast Facts on race and ethnicity, American Indian or Alaska Native Children with Disabilities and Black or African American Children with Disabilities,” according to an OSEP blog. “Together, these Fast Facts represent four of the seven federal race/ethnicity reporting categories used under IDEA.”

For the purposes of this fact sheet, a Hispanic and/or Latino1 student with disabilities is a child or youth of Cuban, Mexican, Puerto Rican, South or Central American, or other Spanish culture or origin, regardless of race and is eligible for special education and related services under the IDEA Part B. US Map with color variation to show by state the percentage of Hispanic and/or Latino Students with Disabilities by State, Ages 6 to 21, Served Under IDEA, Part B, in the US School Year 2018-19. In 2018, Hispanic and/or Latino children comprised 27.18% of the population of students ages 6-21 served under IDEA, Part B. CA, TX, FL and NY served more than 50% of all the Hispanic and/or Latino students across the country.
