Ryan White HIV/AIDS Program Recipient Resources

The Ryan White HIV/AIDS Program provides a comprehensive system of care that includes primary medical care and essential support services for people living with HIV. The program awards grants to cities, states, and local community-based organizations to provide HIV care and treatment services to more than half a million people each year.

Implementation of Grant Requirements

Legislation

The Ryan White HIV/AIDS Program legislation was first enacted in 1990 as the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act. It has been amended and reauthorized four times: in 1996, 2000, 2006, and 2009. The Ryan White HIV/AIDS Program legislation has been amended with each reauthorization to accommodate new and emerging needs, such as an increased emphasis on funding core medical services and changes in funding formulas.

Policy Notices and Program Letters

The HIV/AIDS Bureau routinely issues Policy Clarification Notices and Program Letters to clarify implementation of legislative requirements.

Data Reporting and Technical Assistance

Ryan White HIV/AIDS Program recipients are required to report data to the HIV/AIDS Bureau as a condition of their award. Data are reported on clients served, services provided, and expenditures. Technical assistance and data support are available to meet the needs of recipients.

Technical assistance for the Ryan White HIV/AIDS Program community is also available through the TargetHIV Technical Assistance website HRSA Exit Disclaimer. In addition, the AIDS Education and Training Center (AETC) Program supports a network of three national centers and eight regional centers (and more than 130 local affiliated sites) that conduct targeted, multidisciplinary education and training programs for health care providers treating people living with HIV.

Clinical Care Guidelines and Protocols

The U.S. Department of Health and Human Services (HHS) issues a series of guidelines to help clinicians provide care and treatment to people with living HIV in the U.S. At a minimum, Ryan White HIV/AIDS Program recipients must follow the HHS Clinical Guidelines for the Treatment of HIV/AIDS.

Quality Management

Under the Ryan White HIV/AIDS Program, quality management is a series of activities that focus on enhancing the quality of HIV care provided and increasing access to services. These efforts focus on how health and social services meet established professional standards and user expectations. The HIV/AIDS Bureau's quality initiatives are designed to help Ryan White HIV/AIDS Program recipients implement quality management programs that target clinical, administrative, and support services.

Performance Measure Portfolio

The HIV/AIDS Bureau established a revised performance measure portfolio that focuses on critical areas of HIV care and treatment and aligns with milestones along the HIV care continuum. Ryan White HIV/AIDS Program recipients are encouraged to use the revised measures, including the core performance measures.

Funding Opportunity Announcements

HRSA grant opportunities are issued on an ongoing basis and funding opportunity announcements outline application requirements and expectations for recipients for specific funding periods.
