Duties:

As Assistant Director in the Audit Support and Evaluations Division (ASD), you will:

  • Help create a new Evaluations Unit at USAID OIG that will conduct oversight engagements in accordance with the Council of the Inspectors General on Integrity and Efficiency (CIGIE) Quality Standards for Inspection and Evaluation.
  • Oversee or lead teams with planning and conducting highly technical and complex audits or evaluations of foreign assistance programs/related Agency operations.
  • Ensure all audit work is done in accordance with generally accepted government auditing standards (GAGAS), CIGIE standards, and OIG policies and procedure.
  • Provide day-to-day supervision and direction to division, teams, and staff. As part of those duties provide supervisory review and approval of objectives, scope, methodologies, protocols, project plans, findings, analysis, workpapers and evidence, recommendations, and reports.
  • Evaluate the efficiency and effectiveness of foreign assistance programs (including operations).
  • Lead or participate in the planning, development, and presentation of written reports and oral briefings for senior OIG and Agency leaders on progress of projects, audit findings, and recommendations.
  • Assist in the preparation of Congressional testimony and other independent oversight (e.g., Inspections and Evaluations).
  • Determine compliance with applicable laws and regulations; evaluate internal controls; and assess risks related to, and design tests to reasonably detect, fraud.
  • Provide technical guidance on audits/evaluations; conduct interviews; analyze evidence gathered; develop relevant conclusions; coordinate with OIG technical experts; prepare and/or review the working papers; write the required status documents (e.g. exit conference document)  and audit report; conduct entrance and exit conferences with the auditee; and facilitate recommendation closure with the auditee.
  • Maintain close liaisons with Agency program and management officials in the areas of assigned responsibility.
  • Modify, work plans, guidelines, scope, methodologies, staff requirements, and time schedules to meet project needs and milestones, In line with the OIG performance management processes.
  • Prepare periodic progress reports for OIG senior management, keep management informed of all issues related to assigned projects.
  • Manage report preparation and ensure effectiveness of presentation, adequacy of supporting data, and conformance with policies and standards.
  • Participate in site visits to make sure that engagements are being performed and supervised in an effective and timely manner.
  • Provide direct support to headquarters’ staff in the preparation of Congressional testimony. This includes: the preparation of the written and oral statements, the research and assembly of supporting materials (fact sheets and questions and answers), and the quality of all written products within established timeframes. Upon request, the incumbent reviews the supporting materials for accuracy, completeness, and consistency based on his/her expertise of the issues involved.
  • Assist in the preparation and maintenance of all materials for the witness and other senior managers in binders.
