Ballots are mailed out well ahead of Election Day, and thus voters have an “election period,” not just a single day to vote. All-mail elections can be thought of as absentee voting for everyone.

FY 2021 State Budget Status

As of April 28, 30 states have enacted budgets for FY 2021. Sixteen of those states enacted a biennial budget during their 2019 legislative session. As COVID-19 has already begun impacting state fiscal situations, some states have quickly adopted measures to prevent a shutdown if there were no budget in place by the start of the new fiscal year.
