VPN Connection Slow

I have a user that works remotely at times who utilizes our business vpn connection. Our connection is 100 Mbps at the office and his is 15 Mbps down / 3 Mbps up so any large maps can be extremely slow. Why are only SOME of the Oracle database tables in my Database Connection importing into ArcMap?

I made a connection to an Oracle database using 'Database Connection' in ArcCatalog. There are several hundred tables in the database. Downloading Business Analyst Data

Whenever I go to download Esri Business Analyst Data (currently 2015,) it gets about 2.5 of the 10 gb through and then simply stops. It's happened over 5 times. My connection is fine and it always stops around the same point. Is there anyway to fix this?

Business Analyst Desktop 10.4.1 - I am not able to run reports, any suggestions?
