CIO Council and Council Committees

The NOAA CIO Council is a decision-making body, mandated by Clinger-Cohen Act of 1997. The Council promotes effective Information Technology (IT) practices throughout NOAA and and conducts reviews of the NOAA IT investment portfolio. The NOAA CIO Council members include the NOAA Chief Information Officer, and Assistant CIOs from NESDIS, NMFS, NOS, NWS, OAR, and OMAO, plus the NOAA Deputy CIO. The Council is chaired by the NOAA CIO and meets bi-weekly.

The CIO Council has the authority to establish standing committees and working groups as necessary to address areas of concern. The work of the CIO Council is accomplished through the Council committees and their working groups. The committees and working groups do not make policy or enterprise decisions, they bring recommendations to the CIO Council. The recommended committee activities (49 identified in the FY14 committee work plans) are reviewed, prioritized, and approved by the CIO Council.

Enterprise Architecture Committee IconPurpose: The NOAA Enterprise Architecture Committee (EAC) coordinates with appropriate subject matter experts as needed to advise the Council in the effective application of EA management practices and requirements to NOAA’s mission. The EAC focuses on enterprise-wide architecture.

Roles and Responsibilities: The overall role of the Committee is to provide a forum to coordinate NOAA’s EA-related activities, to serve as the integration mechanism for the EA-related work of other committees, and to provide advice and recommendations on EA matters to the NOAA CIO Council.


Enterprise Collaboration Committee

Enterprise Collaboration Committee IconPurpose: The Enterprise Collaboration Committee is a resource for specific topics and programs helpful to collaboration.

 

Roles and Responsibilities:

  • Recommend strategic direction for NOAA enterprise collaboration services.
  • Analyze directory, messaging, calendar, document sharing, and collaboration service solutions.
  • Serve as the Configuration Control Board for the NOAA Enterprise Directory System and the Unified Messaging Service.

Environmental Data Management CommitteeEnvironmental Data Management Committee Icon

Purpose: The Environmental Data Management Committee (EDMC) coordinates the development of NOAA’s environmental data management strategy and policy, and provides guidance to promote consistent implementation across NOAA, on behalf of the NOAA Observing Systems Council (NOSC) and CIO Council. Environmental data management is an end-to-end process that includes acquisition, quality control, validation, reprocessing, storage, retrieval, dissemination, and long-term preservation activities. The goal of the EDMC is to enable NOAA to maximize the value of its environmental data assets through sound and coordinated data management practices.

Roles and Responsibilities:

  • Develop and approve Procedural Directives, and recommend their adoption by NOSC and CIO Council as NOAA Policy.
  • Advise the NOSC and CIO Council on matters pertaining to the efficacy of the full lifecycle of NOAA’s environmental data management activities.
  • Guide the development and implementation of NOAA’s environmental data management architecture. Identify and recommend opportunities to enhance the value of NOAA’s environmental data assets.
  • Communicate and advocate best practices for environmental data management across NOAA.
  • Validate NOAA’s environmental data management requirements with various stakeholders and customers (e.g. NOAA Science Advisory Board) as appropriate.

Geographic Information System CommitteeGeoSpatial Information System Committee Icon

Purpose: The Geographic Information System (GIS) Committee provides guidance and oversight for the NOAA GIS community. The Committee establishes policies, priorities, and provides direction for the establishment of comprehensive NOAA-wide GIS architecture. The Committee additionally provides ongoing examination and monitoring of enterprise-wide standards.

Roles and Responsibilities: The overall role of the Committee is to serve as a coordination point for NOAA’s GIS-related activities and serve as an advisory body to the NOAA CIO.


Infrastructure Operations Coordination CommitteeInfrastructure Operations Coordination Committee Icon

Purpose: Support the goals and mission of NOAA as it relates to IT infrastructure operations.

Roles and Responsibilities:

  • Promote best practice standards in IT operations, configuration management, and change control prior to execution at NOAA.
  • Notify the NOAA community of any IT operation changes that affect NOAA as an Enterprise.

IT Security Committee

IT Security Committee IconPurpose: The Information Technology Security Committee (ITSC) is a resource for initiatives and projects regarding IT Security, and theenterprise IT Security Program. ITSC developa and promulgates policies and guidance, coordinates IT security activities, and strategicplanning across all line offices.

 

Roles and Responsibilities:

  • Provide oversight of the NOAA IT Security Program.
  • Facilitate an open forum for the sharing and discussion of IT security issues and concerns

NOAA Networking Committee

NOAA Network Committee IconPurpose: The mission of the NOAA Network Committee (NNC) is the establishment of a common
NOAA network infrastructure through planning, management, and deployment of network resources. The NNC serves as the principal technical forum for providing management and direction for the evolution of NOAA’s Enterprise IT networks. The NNC provides technical guidance and policy recommendations to the CIO Council, supports NOAA-wide development projects, and serves as a review board and a vehicle for technical coordination.

Roles and Responsibilities:

  • Provide strategic direction for NOAA’s Enterprise Networking
  • Analyze networking alternatives and risks
  • Share Best Practices and lessons learned
  • Collaborate on guidance and standards to enhance infrastructure value

NOAA Web Committee

NOAA Web Committee IconPurpose: The NOAA Web Committee coordinates guidance for using online tools. The Committee supports the development and execution of NOAA Web-related enterprise-wide projects as well as those Web-related policies passed by the DOC/NOAA CIO and Director of Communications.

 

Roles and Responsibilities:

  • Provide coordination and guidance for communicating NOAA information and data using online tools for the overall NOAA Web enterprise
  • Formulate policy recommendations to the NOAA CIO and Director of Communications
  • Act as an advisory body to the NOAA CIO Council
  • Provide support for the development and execution of NOAA Web-related enterprise-wide projects
  • Develop Web-related policies for review and decision by the DOC/NOAA CIO and Director of Communications and the CIO Council
  • Serve as an advisory body to other NOAA committees and groups.
