WSC 005 Source Selection
 Description
Provides an overview of the source selection process, which applies to competitive negotiated acquisitions per Federal Acquisition Regulation (FAR) Subpart 15.3 Source Selection, the Defense FAR Supplement Subpart 215.3, and the mandatory DoD Source Selection Procedures.
Objectives

  • Establish the source selection team
  • Determine evaluation factors, rating system(s), and proposal requirements
  • Identify the parts of a source selection plan
  • Discuss the timeline for issuing a request for proposals and receiving offers
  • Evaluate contractor proposals
  • Distinguish between clarifications, communications, and discussions
  • Establish a competitive range
  • Request Final Proposal Revisions
  • Conduct a trade-off analysis and select the best value proposal(s)
  • Determine the content of debriefings
  • Map the possible protest timelines & processes

    All DOD acquisition personnel who are, or may be, involved in the source selection process as the Source Selection Authority, a member of the Source Selection Board or a member of the Technical Evaluation Board.
