Overview: Section 805 of the FY10 NDAA (P.L. 111-84), entitled "Life-cycle management and product support,” among other things, required “the Secretary of Defense shall require that each major weapon system be supported by a product support manager” (PSM)." Public Law 112-239, Section 823 of the FY13 NDAA entitled "Codification and Amendment Relating to Life-Cycle Management and Product Support Requirements", subsequently amended Chapter 137 of Title 10, United States Code (as amended by section 331) officially codifies in 10 U.S.C. § 2337 the “Life-Cycle Management and Product Support Requirements” for the PSM (including the PSM's statutory responsibilities), and superseded Sec 805 of P.L. 111-84. Directive-Type Memorandum (DTM) 10-015 "Requirements for Life Cycle Management and Product Support" provided detailed DoD implementation policy related to PSM roles, responsibilities, qualifications, and position requirements. In addition 10 U.S.C. §1706. Government Performance of Certain Acquisition Functions states "It shall be the goal of the Department of Defense and each of the military departments to ensure that, for each major defense acquisition program and each major automated information system program, each of the following positions is performed by a properly qualified member of the armed forces or full-time employee of the Department of Defense (to include)...(7) Program lead product support manager."
Although DTM 10-015 was officially cancelled by the issuance of the interim DoD Instruction 5000.02 in November 2013, because it contained policy and guidance destined for DoD Instruction 5000.66 and other defense acquisition workforce references, links to it are being retained on this site until those updates are made. The updated January 7, 2015 DoD Instruction 5000.02 (including Enclosure 6) provides detailed information related to PSM responsibilities, as does the updated November 2015 DoD Product Support Manager's Guidebook issued by the Assistant Secretary of Defense for Logistics and Materiel Readiness (L&MR).
