Systems Planning and Requirements Software (SYSPARS) is a multi-service expert system that assists Program Managers and Integrated Logistics Support Managers in the preparation of integrated logistics support, supportability planning, and other acquisition and program management documentation.
The program management planning process for modern government acquisition programs requires in-depth knowledge of many functional specialties. Resource shortages and lack of expertise and training contribute to inadequate planning and inappropriate specification of requirements. SYSPARS is designed to enhance productivity and accuracy in program management planning and performance by leading the user through a series of questions designed to establish program management and supportability strategy and develop the associated tailored program planning documentation. Through tailored interactive question and answer sessions, SYSPARS assists the user in systematically considering all issues pertinent to his or her acquisition program. The decision networks embedded within SYSPARS lead the user through the maze of supportability issues to be considered and automated consistency checks help the user avoid inconsistencies in document generation.
SYSPARS produces comprehensive, high quality, and timely acquisition program documents. These documents include the Acquisition Strategy, Supportability Strategy, IUID Implementation Plan, Test and Evaluation Master Plan, Materiel Fielding Plan, Systems Engineering Plan, DMSMS Management Plan, Performance Based Agreement, Business Case Analysis, PBL Strategy, ILS Statement of Work, ILS Performance Specification, Provisioning Plan, and Transportability Report.
