DoDI 5000.02, Operation of the Defense Acquisition System, requires all programs to conduct ESOH planning and various analyses throughout the acquisition process as part of the overall approach for developing and executing stable, affordable, and well-managed acquisition programs. ESOH practitioners should:

  • manage ESOH design considerations as an integral part of systems engineering
  • eliminate hazards whenever possible and mitigate ESOH risks when hazards cannot be eliminated
  • use the MIL-STD 882E, DoD Standard Practice for System Safety, methodology
  • comply with National Environmental Policy Act (NEPA) and Executive Order (E.O.) 12114, Environmental Effects Abroad of Major Federal Actions
  • ensure compliance with statutory and regulatory ESOH requirements

DoDI 5000.02 requires programs to prepare and maintain two ESOH specific documents – the Programmatic ESOH Evaluation (PESHE) and the NEPA/E.O. 12114 Compliance Schedule. In addition, DoDI 5000.02 requires the inclusion of ESOH management planning information in the Systems Engineering Plan (SEP) and that the PESHE and NEPA/E.O. 12114 Compliance Schedule be attached to the SEP at milestones B and C. Together, the SEP, PESHE, and NEPA/E.O. 12114 Compliance Schedule form the foundation of the program’s ESOH planning and document the results of the ESOH effort. The Guide to ESOH in the SEP, PESHE, and NEPA/EO 12114 Compliance Schedule provides guidance for program offices to streamline the preparation of ESOH content and minimize duplication between the SEP, PESHE, and NEPA/EO 12114 Compliance Schedule.

This section provides guidance for incorporating appropriate ESOH information into key documents supporting or developed during the acquisition process; however, ESOH information may be required or appropriate in additional acquisition documents.
