Subject: Guidance for Assimilation of Army Civilian Positions in Facilities Engineering Career Field

Commanders and Senior Leaders...

As you may know, the DoD has launched the Facilities Engineering Career Field.  The Army and Corps are required to complete the assimilation by 21 November 2009.  FE Career Field "members" will then have 24 months to complete the certification requirements.

This message provides my guidance to establish consistency in our identification of positions that support USACE FE missions and the FE assimilation.

There are three levels of certification requirements and associated training; Level 1 requires completion of ACQ 101 online course, Level II requires completion of FE 201 online course, and Level III requires 40 hours of classroom training.  Once the appropriate certification is achieved, there is a requirement for continuous training.  Details of the FE Career Field requirements, Occupational Series affected, training, and the process to complete assimilation have been provided to your FE representatives from our USACE FE program manager, Bunnatine Greenhouse.

Implementation guidance for assimilation is as follows:

Level III positions

Positions of Division Chiefs or equivalent and higher at the district and division levels.  HQ positions that satisfy the FE definition shall be determined by the functional chief.

Level II positions

Positions of Section Chiefs and Branch Chiefs or equivalent at the district and division levels.  HQ positions that satisfy FE definition shall be determined by the functional chief.

Level I positions

There are no Level I positions designated at this time.

Personnel not assigned to a FE position are encouraged to take the Level I training, however this is not a requirement.

Certification status will not be used as a factor for selection for FE positions.  If a person is selected to a FE position, 24 months is allowed to complete the training requirements.
