Discussions are exchanges between the Government and an offeror in the competitive negotiation process undertaken with the intent of allowing the offeror to revise its proposal. Discussions include bargaining. The primary objective is to maximize the Government's ability to obtain the "best value", based upon the requirements and the evaluation factors set forth in the solicitation. Discussions must not reveal an offeror's technical solution, innovative and unique uses of commercial items, intellectual property, or and an offeror's price without the offeror's permission.
