- A NAWCTSD competitive source selection PER typically contains three main parts. These are the cover memo, evaluation summaries, and detailed evaluations. There are two reports generated; a preliminary PER based on the initial evaluation and a final PER written after the final evaluation of proposals. On some occasions an intermediate PER is written when extensive discussion questions still exist after offerors have had the opportunity to address those identified from the initial proposal evaluation.
