Prepare for Discussions with Remaining Offerors - Offerors whose offers are determined to be outside the competitive range, are notified of their elimination from consideration. If a competitive range is to be established, these communications shall be held with offerors whose past performance information is the determining factor preventing them from being placed within the competitive range; may only be held with those offerors whose exclusion from, or inclusion in, the competitive range is uncertain; may be conducted to enhance Government understanding of proposals; allow reasonable interpretation of the proposal; or facilitate the Government's evaluation process. The contracting officer provides the proposals in the competitive range to the Source Selection Evaluation Board (SSEB). If discussions with offerors are unnecessary, the SSEB reviews the proposals and forwards its recommendations to the Source Selection Advisory Council (SSAC), which selects the best-value offer and forwards it to the Source Selection Authority (SSA) for approval. The contracting officer documents this selection.
