Human Systems Integration
The Human Systems Integration (HSI) initiative is focused on the role of the human in the Department of Defense (DoD) acquisition process. The objective of HSI is to provide equal consideration of the human along with the hardware and software in the technical and technical management processes for engineering a system that will optimize total system performance and minimize total ownership costs. The DoD has formalized the role of HSI within the acquisition process through Department of Defense Instruction (DoDI) 5000.02, Operation of the Defense Acquisition System (January 7, 2015, with Change 1 dated January 26, 2017) Enclosure 7 Human Systems Integration (HSI) and Defense Acquisition Guidebook Chapter 6.
The Duncan Hunter National Defense Authorization Act for Fiscal Year 2009, Report 110-652, requested that the OSD (AT&L) develop a comprehensive plan for HSI. The Office of the Deputy Under Secretary of Defense (Acquisition and Technology) and the Director of Biological Systems within the Office of the Deputy Under Secretary of Defense (Science and Technology) jointly submitted an HSI report to Congress in March 2009. The DoD HSI Management Plan was a key part of the HSI Congressional Report. The OSD HSI management planning approach was for OSD to develop an overarching plan with supporting annexes from the Services. The DoD HSI Management Plan defines how HSI is managed within the DoD and serves as the blueprint for FY2009 activities. The DoD HSI Management Plan and supporting annexes will be updated on a yearly basis.
