Primary Functional Area : Engineering and Technology
The TEMP documents the overall structure and objectives of the Test and Evaluation (T&E) program. It provides a framework within which to generate detailed T&E plans and documents schedule and resource implications associated with the T&E program. The TEMP identifies the necessary Developmental Test and Evaluation (DT&E), Operational Test and Evaluation (OT&E), and Live Fire Test and Evaluation (LFT&E) activities. It relates program schedule, test management strategy and structure, and required resources to Critical Operational Issues (COIs), Critical Technical Parameters (CTPs), objectives and thresholds documented in the Capability Development Document (CDD), evaluation criteria, and milestone decision points. For multi-Service or joint programs, a single integrated TEMP is required. Component-unique content requirements, particularly evaluation criteria associated with COIs, can be addressed in a Component-prepared annex to the basic TEMP.
Starting at Milestone A all ACAT programs must prepare a TEMP to document Test and Evaluation for each phase completion. These are the major test events required for milestone exit and entrance criteria. The TEMP format and content descriptions in the Defense Acquisition Guidebook should be used as guidance in formulating DT&E plans. Updates to the TEMP are required major milestones and phase reviews as documented in DoD 5000.02, Enclosure 1, Table 2 Milestone and Phase Information Requirements. Format and guidance can be found in the Defense Acquisition Management Guidebook (DAG) Chapter 9, Section 9.5.5.3.
The TEMP describes the acquisition program's planned T&E over the program's life cycle and identifies evaluation criteria for the testers. It serves as an executive summary of the overall test program. Building on the foundations laid in Milestone A TEMP, later TEMP revisions should identify and integrate all of the T&E requirements with the program's Acquisition Strategy and requirements. The TEMPs for OSD oversight programs follow the DAG format and must be approved by the Deputy Assistant Secretary of Defense for DT&E and the Director, OT&E. (Note: 2016 NDAA removed the title 10 requirement for DASD DT&E to approve TEMPs but DoD policy stills call for this approval). Service approved TEMPs are developed according to Service regulations and guidance. The TEMP is used by the program office to:
- Provide the primary overall test management plan within the acquisition strategy bounds,
- Identify overall T&E activities by the government and system contractor,
- Document an event-driven T&E schedule including all major test events and/or test phases.
- Identifies the test resources required to execute the T&E program.
