Proper Use of Non-DoD Contracts
Recently DoD and GSA Inspector General reports identified several issues associated with the use of non-DoD contracts for the acquisition of certain supplies and services. Non-DoD contracts may not be used to circumvent conditions and limitations imposed on the use of funds, nor are they a substitute for pool acquisition planning.
