This Instruction, in accordance with the authorities in DoD Directive (DoDD) 5134.01 (Reference (a)) and DoDD 5144.02 (Reference (b)):
a. Establishes policy and assigns responsibilities to minimize the risk that DoD’s warfighting mission capability will be impaired due to vulnerabilities in system design or sabotage or subversion of a system’s mission critical functions or critical components, as defined in this Instruction, by foreign intelligence, terrorists, or other hostile elements.

DoDI 3210.08, Reporting and Using information in the Governament-Wide Integrity and Performance System
In accordance with the authority in DoD Directive 5134.3 and DoD Directive 3210.06, this issuance:
• Implements Office of Management and Budget (OMB) guidance in Parts 180 and 200 of Title 2, Code of Federal Regulations (CFR) for reporting and using information in the government-wide integrity and performance system developed to comply with the requirements of Section 2313 of Title 41, United States Code (U.S.C.). The designated integrity and performance system currently is the Federal Awardee Performance Integrity and Information System (FAPIIS), which has been operational for procurement contracts under the Federal Acquisition Regulation for several years.
• Assigns responsibilities and prescribes procedures that DoD Components must follow for reporting and using information in the government-wide integrity and performance system related to grants, cooperative agreements, and technology investment agreements (TIAs).

DoDI 4105.67 Nonappropriated Fund (NAF) Procurement Policy and Procedure
a. Reissues DoD Directive (DoDD) 4105.67 (Reference (a)) as a DoD instruction (DoDI) in accordance with the authority in DoDD 5124.02 (Reference (b)) to establish policy, assign responsibilities, and prescribe procedures for procurements using NAF.
b. Authorizes DoD nonappropriated fund instrumentalities (NAFIs) to enter into certain contracts and agreements with other federal agencies and instrumentalities in accordance with the authorities in sections 2484(h)(2)(A) and 2492 of Title 10, United States Code (U.S.C.) (Reference (c)).

Department of Defense Source Selection Procedures
The Source Selection Joint Analysis Team (JAT) ws established on November 10, 2008, by the Under Secretary of Defense (Acquisition, Technology & Logistics). The objective of the JAT was to standardize the methodology and approach the Department uses to conduct competitively negotiated source selections. The JAT has concluded its examination of the current source selection processes utilized within the Department and identified the key elements of a successful source selection. The attached document provides the procedures to be used within the Department when conducting negotiated, competitive acquisitions utilizing FAR Part 15 procedures.

1. This directive prescribes uniform policies, responsibilities, and guidance for the development, preparation, publication, and maintenance of storage standards for Military Service (U.S. Army, U.S. Navy, U.S. Air Force, and U.S. Marine Corps), Defense Logistics Agency (DLA), General Services Administration (GSA), Federal Aviation Administration (FAA), and U.S. Coast Guard (USCG) managed shelf-life materiel.
2. The guidelines contained herein provide the principles for quality assurance techniques to be used when performing surveillance of shelf-life materiel in storage; determining the condition of shelf-life materiel during storage and upon shipment; and when conducting the inspection, testing, or restorative actions required to maintain and to return shelf-life stocks to a ready-for-issue status.

DoDI 5000.74 Defense Acquisition of Services
In accordance with the authority in DoD Directive (DoDD) 5134.01 (Reference (a)), this instruction:

a. Establishes policy, assigns responsibilities, and provides direction for the acquisition of contracted services.

b. Establishes and implements a management structure for the acquisition of contracted services.

c. Consistent with statutory and regulatory requirements for the acquisitions of services, authorizes DoD Component decision authorities to tailor the procedures in this instruction to best achieve cost, schedule, and performance objectives.

DoDI 8320.03, Unique Identification (UID) Standards Supporting DoD Net-Centric Operations
a. Reissues DoD Directive (DoDD) 8320.03 (Reference (a)) as a DoD instruction (DoDI) in accordance with the authority in DoDD 5134.01 (Reference (b)) to establish policy and assign responsibilities for creation, maintenance, and dissemination of UID standards to account for, control, and manage DoD assets and resources.
b. Supports the National Military Strategy of the United States of America (Reference (c)) and the requirements of DoDI 8320.02 (Reference (d)) for sharing data, information, and information technology (IT) services by enabling sharing, analyzing, and disseminating authoritative, unambiguous on-demand data associated with unique identifiers with mission partners in a global environment.

a. Manual. This manual is composed of several volumes, each containing its own purpose. a. Manual. This manual is composed of several volumes, each containing its own purpose. This directive:
a. Reissues and renames DoD Directive (DoDD) 5101.9 (Reference (a)) to establish policy and assign responsibilities for the management of the Class VIIIA medical materiel across the spectrum of military operations.
b. Designates the Director, Defense Logistics Agency (DLA) as the DoD Executive Agent (DoD EA) for Medical Materiel, in accordance with DoDD 5101.1 (Reference (b)).
c. Establishes the relationship of the DoD EA for Medical Materiel to the other DoD Component heads worldwide, in peacetime, wartime, for homeland defense, defense support of civil authorities (DSCA) in accordance with DoDD 3025.18 (Reference (c)), and other contingencies.

DoDI 7041.03 Economic Analysis for Decision-Making
In accordance with the authority in DoD Directive (DoDD) 5105.84 (Reference (a)), this instruction:
a. Reissues DoD Instruction 7041.3 (Reference (b)) to establish policy, assign responsibilities, and provide procedures for conducting cost-effective economic analyses evaluating the costs and benefits of any government decisions to initiate, renew, or expand program or project alternatives under the Office of Management and Budget (OMB) Circular No. A-94 (Reference (c)).
b. Authorizes the Defense Economic Analysis Council (DEAC) as the means to pursue uniform economic policy throughout DoD, resolve any issues that may arise, and represent joint Military Service opinion to OSD.

This directive:

DoDI 8320.04, Item Unique Identification (IUID) Standards for Tangible Personal Property
Reissues DoD Instruction (DoDI) 8320.04 (Reference (b)) to establish policy and assign responsibilities for the process of uniquely identifying tangible personal property and their associated selected attributes. The unique item identifier (UII) will be used globally as the common data key in financial, property accountability, acquisition, and logistics (including supply and maintenance) automated information systems to enable asset accountability, valuation, life-cycle management, and counterfeit materiel risk reduction.

This manual is composed of several volumes, each containing its own purpose, and reissues DoD 4140.1-R. The purpose of the overall manual, in accordance with the authority in DoD Directive (DoDD) 5134.12, is to: Implement policy, assign responsibilities, and provide procedures for DoD materiel
managers and others who work within or with the DoD supply system consistent with DoD Instruction (DoDI) 4140.01; Establish standard terminology for use in DoD supply chain materiel management.

This volume applies to OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff, the Combatant Commanders, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the DoD.

DoDM 4140.68, Integrated Materiel Management of Nonconsumable Items. Incorporating Change 1
In accordance with the authority in DoD Directive 5134.12 (Reference (a)), this manual:
a. Implements the requirements and procedures consistent with DoD Instruction (DoDI) 4140.01 (Reference (b)) for integrated materiel managers (IMMs) and others who work within or with the DoD supply system to assist in the elimination of duplicate national inventory management functions for those nonconsumable items being used by more than one DoD Component or participating federal agency.
b. Provides uniform guidance and describes operating procedures for applying primary inventory control activity (PICA) and secondary inventory control activity (SICA) materiel management objectives to assure that only one DoD Component will provide certain logistics support functions to all registered users of the same nonconsumable items, except for those exclusions covered in paragraph 2b of this issuance.

DoDD 8140.01 Cyberspace Workforce Management
a. Reissues and renumbers DoD Directive (DoDD) 8570.01 (Reference (a)) to update and expand established policies and assigned responsibilities for managing the DoD cyberspace workforce.
b. Authorizes establishment of a DoD cyberspace workforce management council to ensure that the requirements of this directive are met. The council will be comprised of representatives from the Offices of the DoD Chief Information Officer (DoD CIO), Under Secretary of Defense for Personnel and Readiness (USD(P&R)), Under Secretary of Defense for Policy (USD(P)), Under Secretary of Defense for Intelligence (USD(I)), the Joint Staff, the Director, National Security Agency/Chief, Central Security Service (DIRNSA/CHCSS), and other DoD Components.
c. Unifies the overall cyberspace workforce and establishes specific workforce elements (cyberspace effects, cybersecurity, and cyberspace information technology (IT)) to align, manage and standardize cyberspace work roles, baseline qualifications, and training requirements. This directive does not address operational employment of the work roles. Operational employment of the cyberspace workforce will be determined by the Joint Staff, Combatant Commands, and other DoD Components to address mission requirements.

DoDI 8320.07 Implementing the Sharing of Data, Information, and Information Technology (IT) Services in the Department of Defense

UFC 4-420-01 Ammunition and Explosives Storage Magazines
The Unified Facilities Criteria (UFC) system is prescribed by MIL-STD 3007 and provides planning, design, construction, sustainment, restoration, and modernization criteria, and applies to the Military Departments, the Defense Agencies, and the DoD Field Activities in accordance with USD (AT&L) Memorandum dated 29 May 2002. 2014 Secretary of Defense Performance-Based Logistics Awards Selection
Performance-Based Logistics (PBL) is the Department of Defense strategy to improve weapon system readiness by obtaining life cycle product support of weapon systems, subsystems, and components as an integrated package based on output measures, such as materiel availability, materiel reliability, and reduced ownership cost. The Secretary of Defense PBL Awards recognize government/industry teams that have demonstrated outstanding achievements in providing our warfighters with exceptional operational capability through PBL agreements and are examples of "Better Buying Power" in action. We received 2011 PBL award nomination packages from the Services and the Missile Defense Agency, and evaluations were conducted by a team of representatives from the Office of the Secretary of Defense (OSD), Defense Acquisition University (DAU), and the Aerospace Industries Association (AlA). This directive reissues DoDD 4500.56.  It implements OMB Circular No. A-126, Public Law 104-106, and the White House Memorandum, "Use of Government Aircraft for Official Business."  It establishes policies for the transportation of DoD passengers and cargo and the use of government aircraft, and cancels and incorporates guidance contained in DTM 09-002 concerning the use of government aircraft.  This directive establishes policies for Operational Support Airlift (OSA) aircraft transportation, and establishes the Exective Airlift Scheduling Activity (EASA).  This directive supersedes all previous memorandums concerning the travel of DoD senior officials, and cancels Deputy Secretary of Defense Memorandum and provices new guidance regarding the establishment of a DoD-wide OSA common movement management system.

ARMY DIR 2014-08, WATER RIGHTS POLICY FOR ARMY INSTALLATIONS IN THE UNITED
Purpose. The Army requires enough water to carry out its missions without significant disruptions. This directive, which supersedes the reference, sets policy and assigns responsibilities for identifying, asserting and preserving the Army’s water rights.
Background. Water is scarce throughout much of the Western United States and becoming scarcer in some parts of the Eastern United States. Increasing demand for water to support growing populations and economic development places stress on the same supplies of ground and surface water that Army installations depend on to fulfill their missions. Over the past decade, several Army installations have become involved in litigation over water rights. As competition for water increases, more Army installations are likely to become involved in disputes over water. Consequently, it is critical that we protect the Army’s water rights and its ability to carry out its missions.

DoD Memorandum: Improving Department of Defense (DoD) Training and Operational Assessments of Cybersecurity
The DoD relies on a defense-in-depth approach for cybersecurity support to operational missions and tasks. The tasks required to protect systems, detect adversarial activity, and respond to threats in an effective manner are executed by organizations across all three tiers of the DoD Computer Network Defense (CND) hierarchy, with Tier 2 and Tier 1 CND Service Providers (CNDSPs) performing the majority of the detect and respond functions. The Acquisition Implications of the DoD Strategic Guidance and the FY 2013 Budget

DoDM 5000.04-M-1, Cost and Software Data Reporting (CSDR) Manual
This Manual reissues DoD 5000.04-M-1 as DoDM 5000.04-M-1 in accordance with the authority in DoDD 5000.04 and DoDI 5000.02. It serves as the primary requirements document for the development, implementation, and operation of the contractor cost data reporting (CCDR) and software resources data reporting (SRDR) systems, collectively referred to as the CSDR system, and provides guidance and detailed requirements for implementing the mandatory CCDR and SRDR policies established in DoDD 5000.04, DoDI 5000.02, and DoD 5000.2-M. It provides procedures and instructions that DoD stakeholders in the CCDR and SRDR processes must follow to ensure that the data reported through the CSDR system is accurate and consistent and is quickly made available to DoD cost and software estimators.

Implementation of International Data Collection and Reporting for Major Defense Acquisition Programs (MDAP) and Major Automated Information System (MAIS) Programs
This memorandum provides direction and procedures for collecting and reporting the international aspects of MDAP and MAIS programs for Office of the Under Secretary of Defense for Acquisition, Technology, and Logistics (USD(AT&L)) management and oversight. This information will inform analyses and analytics to ensure the programs' international cooperative strategy is sufficient to satisfy the statutory requirement for a Cooperative Opportunities Document (Title 10 USC 2350a), requirements for coalition interoperability for DoD systems, units, and forces (DoD Directive 5000.01 and DoD Instruction 5000.02) and requirements for program protection (DoD Instruction 5200.39).

The need for Better Buying Power, realized through affordable and well-executed programs and improved efficiency in all the we do, is even greater in the budget environment we are now experiencing. DoD Memorandum: Document Streamlining - Life-Cycle Sustainment Plan (LCSP)
On September 14, the PDUSD(AT&L) issued Life-Cycle Sustainment Plan (LCSP) guidance and a newly developed LCSP outline. The guidance references earlier PDUSD(AT&L) direction to separate the LCSP from the Acquisition Strategy and requires an LCSP for all acquisition programs. The outline is designed to be a tool for programs to effectively and affordably satisfy life-cycle sustainment requirements. The PDUSD(AT&L) memo provides additional implementation detail.

Clarification Memorandum on Should-cost and Affordability
For product development programs, some understandable confusion exists as to how to implement both "should-cost" and "affordability as a requirement," particularly early in a program's life cycle before engineering and manufacturing development (EMD) and production. The two are compatible, but they must be balanced differently across the product life cycle. The emphasis prior to Milestone B should be on defining and achieving affordability targets. Past this point, the emphasis shifts to defining and achieving should-cost estimates. This memorandum offers greater detail on should-cost and affordability.

Under the authority of DoD Directive 5134.01 and DoD Directive 3020.49, and pursuant to section 862 of the 2008 National Defense Authorization Act (NDAA) as amended by section 853 of the 2009 NDAA and section 832 of the 2011 NDAA, this Instruction establishes policy, assigns responsibilities, and provides procedures for the regulation of the selection, accountability, training, equipping, and conduct of personnel performing private security functions under a covered contract during contingency operations, humanitarian or peace operations, or other military operations or exercises. AR 70-1, Army Acquisition Policy
This regulation and DA PAM 70-3 implements the Army's acquisition policy for programs in acquisition categories (ACATs) I through III. This regulation assigns responsibilities to Army organizations in accordance with DoDD 5000.01 and DoDI 5000.02. The Army will apply the direction contained in DoDD 5000.01 and DoDI 5000.02 to all acquisition programs while streamlining and tailoring the procedures within statutory and program requirements. This regulation also specifies Army's acquisition workforce management responsibilities and defines clothing and individual equipment (CIE) acquisition responsibilities.

DoD Memorandum: Roles and Responsibilities of Office of the Secretary of Defense (OSD) Overarching Integrated Product Team (OIPT) Leaders, Teams and Team Members
For those programs where the Under Secretary of Defense for Acquisition, Technology and Logistics (USD(AT&L)) is the Milestone Decision Authority (MDA), OIPTs are a wellestablished and integral part of our defense acquisition oversight and milestone decision review process. While OIPTs are not decision-making bodies, they provide a mechanism to coordinate and conduct staff preparation for DAE program decisions and to help execute those decisions. This memorandum is intended to clarify the expectations for OSD OIPT Leaders and the respective OIPTs that they lead.

Program Protection Plan (PPP) Outline and Guidance
On July 18th 2011, the PDUSD(AT&L) issued Program Protection Plan (PPP) guidance and a newly developed PPP outline. The guidance increases emphasis on early program protection planning and reflects a more comprehensive approach to delivering trusted systems. Like the previously issued TDS/AS and SEP outlines, the PPP outline constitutes expected business practices and is effective immediately. This document provides an outline, content, and formatting guidance for the Program Protection Plan required by DoDI 5000.02 and DoDI 5200.39. The outine structure and tables are considered minimum content that may be tailored to meet individual program needs.

Revised Requirements for Level III Program Management Certification
The Program Management (PM) Functional Integrated Product Team (FIPT) met on September 8, 2010. The Component and 4th Estate Directors, Acquisition Career Management, agreed that several online courses (BCF 102, BCF 103, and LOG 103) be added as requirements for PM Level III certification, and that two courses (ACQ 265 and ACQ 370) be added as PM Level III Core Plus beginning in Fiscal Year 2012. More information can be found in the attached memo.

Improving Milestone Process Effectiveness
The desire throughout the milestone process is to minimize the overhead associated with the reviews and to rely on planning documents, including Systems Engineering Plans and Test and Evaluation Master Plans, which are actually used to plan and manage the program as opposed to documents created solely for review by the MDA and supporting staff. These planning documents should generally accompany RFPs as guidance to bidders or even compliance documents, and they are expected to evolve to higher levels of specificity and detail as the program becomes more firmly defined over the acquisition life cycle.

DoD Memorandum: Improving Technology Readiness Assessment Effectiveness
As noted in the "Better Buying Power" memorandum issued last year, the process for conducting Technology Readiness Assessments (TRAs) has strayed from its original intent and should be reformed. TRAs should focus only on technology maturity, as opposed to engineering and integration risk, and the responsibility for ensuring that technology maturity risk is adequately identified and mitigated should rest with the Program Manager (PM), Program Executive Officer, and Component Acquisition Executive, subject to ASD(R&E) review. New instructions for conducting TRAs are contained in updated "TRA Guidance" (http://www.acq.osd.mil/ddre/publications/docs/TRA2011.pdf).

Cash Flow Tool for Evaluating Alternative Financing Arrangements
On September 14, 2010, Dr. Ashton Carter, Under Secretary of Defense for Acquisition, Technology and Logistics, issued a memorandum on the subject of Better Buying Power for the Department. In that memorandum, the Director of Defense Procurement and Acquisition Policy was directed to develop a cash flow model to be used by all contracting officers contemplating financing other than customary progress payments, such as Performance Based Payments (PBP). In addition, guidance was to be developed that ensures that the improved cash flow opportunities provide benefit to both industry (at both the prime and subcontractor level) and the taxpayer.

Improving Competition in Defense Procurements - Amplifying Guidance

DoD Memorandum: Joint Memorandum on Savings Related to "Should Cost"
The purpose of this memorandum is to establish policy with regard to achieved savings as a result of successful "should-cost" program execution. At some point, Service Acquisition Executives will declare that program should-cost savings have been achieved (for example, the negotiated price of an annual production lot of a system is equal to or better than a should-cost program target). That assertion should be validated by the Service Assistant Secretary (Financial Management and Comptroller). Savings would then generally be retained by the Service and reallocated to the highest priority needs as determined by the Service Secretary or a senior leader designated by the Service Secretary.

Interim Acquisition Guidance for Defense Business Systems (DBS)
This memorandum provides interim guidance pending formal issuance of Directive-Type Memorandum (DTM) policy in accordance with the authority in DoD Directive 5134.01 and the guidance in DoDD 5000.01. DoDI 1100.22, Policy and Procedures for Determining Workforce Mix
In accordance with the authority in DoD Directive 5124.02, this Instruction establishes policy, assigns responsibilities, and presecribes producedures for determining the appropriate mix of manpower and private sector support.  It implements policy established in DoDD 1100.4 and incorporates and cancels DoDI 3020.37.  This Instruction provides manpower mix criteria and guidance for risk assessments to be used to identify and justify activities that are inherently governmental (IG); commercial (exempt from private sector performance); and commercial (subject to private sector performance). It reconciles and consolidates the definitions and examples of IG from section 306 of title 5, U.S.C.; sections 501 (note), 1115, and 1116 of title 31, U.S.C., Attachment A of OMB Circular A-76; and Subparts 2 and 7.503(c) of the FAR into a set of criteria for Defense-wide use.  This Instruction also implements aspects of sections 113, 188(b), 129a, and 2463 of title 10, U.S.C., and reissues and cancels DoDI 1100.22.

Procedures and Schedule for Fiscal Year (FY) 2012-2016 Integrated Program/Budget Review
This memorandum outlines the general procedures and schedule for this year's integrated Program/Budget Review. The Guidance for the Development of the Force (GDF) and the Joint Programming Guidance (JPG) will be combined into the Defense Planning and Programming Guidance (DPPG). The Department will develop only single year budgets each year. The annual Program/Budget Reviews will focus on a 5-year period each cycle, with a single year extention to promote greater stability from budget to budget. The Department will conduct a number of Front End Assessments (FEAs) to address major issues identified by the Secretary.

DoD Memorandum: Strengthened Sustainment Governance for Acquisition Program Reviews

Revised Real Property and Installations Lifecycle Management (RPILM) Investment Review Board (IRB) Charter
This revision achieves two purposes. First, it incorporates changes to IRB roles and responsibilities as identified in Directive-Type Memorandum (DTM) 08-202. Second, it incorporates the structure, mission, roles, and responsibilities of the Installations and Environment Domain Governance Board (DGB), established March 30,2004 with those of the RPILM IRB. National Defense Authorization Act for FY 2008 (Pub. Law No. 110-181), Section 801, Internal Controls for Procurements on Behalf of the Department of Defense by Certain Non-Defense Agencies, Requests for "Waiver"
Section 801(b) of the National Defense Authorization Act (NDAA) for FY 2008 authorizes an acquisition official for the DoD to place an order, make a purchase, or otherwise procure property or services for DoD in excess of the simplified acquisition threshold through a non-defense agency only if the non-defense agency can certify that it "will comply with defense procurement requirements for the fiscal year." Absent certification, Section 801(b) authorizes the USD(AT&L) to waive the limitation of Section 801(b) for any category of procurements provided "it is necessary in the interest of the DoD to procure property and services through non-defense agency." Otherwise, DoD Components may not procure property or services in excess of the simplified acquisition threshold through non-certifying, non-defense agency.

AR 70-1, Army Acquisition Policy

AR 385-63/MCO 3570.1C, Range Safety
This regulation/order prescribes Headquarters (HQ), Department of the Army (DA), and U.S. Marine Corps (USMC) range safety policies and responsibilities for firing ammunition, lasers, guided missiles, and rockets and provides guidance for the application of risk management in range operations.  For Army and Marine Corps users, DA Pamphlet (Pam) 385–63 prescribes range safety standards and procedures to be used in conjunction with this regulation/order. When standards in DA Pam 385–63 conflict with those of other military services, Federal agencies, or host nations, the standards providing the higher degree of protection apply.

Contractor Support in the Theater of Operations Deskbook Supplement
The purpose of this document is to provide references and offer suggestions on generic contract language to anticipate a portion of the needs of the planners. The clauses and notes in this supplement are informational. The guidance is NOT all-inclusive nor are all items required for all situations. The requiring activity, planner, and contracting officer must determine which to use based on the situation and must be cognizant of their cost implications. Each contingency evolves differently; the theater commanders issue different guidance impacting the employment of contractors in their theater of operations. In addition, employment of contractors may be impacted, country by country, by Host Nation (HN) Laws and existing Status of Forces Agreements. Often, the contracting officer will need clarification on specific requirements applicable to their contract. This should be done through their respective service contract management chain. Legal review of clause applicability is incumbent upon the contracting authority.
