Long Description

Introduction:

The Joint Frequency Panel of the U.S. Military Communications-Electronics Board (MCEB) has reviewed the characteristics for many RF equipment purchased or developed by the DoD. This review process is called the Joint Frequency Allocation-to-Equipment Process, or the "J-12 Process".

The DD 1494 form currently used to submit systems information to the MCEB for frequency allocation approval is the DD Form 1494. All major military RF systems, as defined in the National Telecommunications and Information Administration (NTIA) Manual of Regulations and Procedures for Federal Radio Frequency Management, are reviewed in parallel with the J-12 process by the Interdepartment Radio Advisory Committee (IRAC) Spectrum Planning Subcommittee (SPS).

The CIO G6 Staff has the responsibility to review, coordinate, and approve applications for frequency allocations submitted by various activities.

The submission of incomplete and/or inaccurate applications consumes unnecessary manpower and causes processing delays.


What Systems Require Certification:

  • Communications equipment
  • Radars
  • Transmitters
  • Receivers
  • Electronic Warfare Systems, e. g., Counter IED jammers
  • Simulators
  • Equipment using civilian bands
  • Off-the-shelf systems
  • Equipment bought from foreign nations
  • New systems in a band already used for similar systems
  • Classified systems
  • Modified versions of previously approved equipment
  • Systems already used by the Army or Air Force
  • Systems not planned for operational use
  • Systems to be used at sea only
  • Existing systems without spectrum certification
  • Leased equipment
  • Low Power (NTIA Manual Annex K/ FCC Part 15 equipment)

No later than four years before satellite launch

Not less than one year before procuring pre-systems acquisition equipment, or MS B

Not less than one year before LRIP, or award of a developmental contract, or MS C

Operational No later than two years before satellite launch

At least six months before IOC for all equipment if there are only minor changes from previous stage submissions; one year prior for all other equipment with significant changes, or was not filed previously.

  • Inadequate Data for System Review
  • Transmitter Occupy Bandwidth and Harmonic Level
  • Receiver IF Selectivity and IF Frequency
  • Line Diagram describing a point-to-point concept of operation
  • System Purpose, Operational and System Concepts
  • System Estimated Initial Cost - important for spectrum migration/auction
  • Target Date for Application Approval, System Activation, System Termination
  • System Relationship and Essentiality
  • Type of Service and Station Class

** If the proposed system will operate only within the US&P, all pages, except the Foreign Coordination page, must be completed. The Foreign Coordination page is only required if the planned system will operate outside of the US&P.


(SPS-18859/1) NTIA EL-CID System Name/Nomenclature vs. Application Title (July 2012)

Per NTIA guidance, System Nomenclature will be the official field used by NTIA and it's the official system name that will go on the cert. If your request has an application title different from system nomenclature, make sure that the name to appear in the cert is entered into System nomenclature.
