DANTES Provides Faster Exams Reimbursement Process FOR IMMEDIATE RELEASE 22AUG16

Pensacola, Fla.- The Defense Activity for Non-Traditional Education Support (DANTES) Exams Reimbursement Program has changed a reimbursement policy that will expedite the exams reimbursement process for service members, including active duty, National Guard and Reserve.

The policy change includes reimbursement of test fees for the following exams:
• GED (beginning October 2016)
• GMAT
• GRE General and GRE Subject
• Praxis Core and Praxis Subject Assessment
• ACT and SAT

The online Electronic Reimbursement Request is now the only option available for service members to receive reimbursement to cover the cost of test fees incurred for exams taken at national or international test centers. Paper-based reimbursement requests were retired March 1 and are no longer accepted. In accordance with the policy change, DANTES will no longer physically process any paper-based reimbursement mail received after Oct. 1.

“The department continues to receive, on average, 25 paper-based reimbursement requests in the mail each week,” said Tom French, DANTES Education Programs. “The new online process is more efficient and beneficial for a service member because payment is deposited directly into their bank account generally within 2-3 weeks after submitting documentation and receiving approval online.” Service members can submit the Electronic Reimbursement Request online through the DANTES website, www.dantes.doded.mil.

On the DANTES website, members should select “Examinations and Reimbursement Eligibility” to get started. Access to the DANTES Exams Reimbursement Center is only available to active duty, National Guard and Reserve service members with a valid common access card (CAC). Additionally, both a score report and payment receipt are required. Documents must be uploaded for reimbursement request approval and processing.

TUITION ASSISTANCE FY GUIDANCE

The CG Institute is anticipating the release of the FY17 TA ALCOAST in the coming weeks with no major changes to last year's policies.

The CG Institute continues to process FY16 Tuition Assistance applications. Additionally, we are processing TA applications with course start dates 1-31 October 2016 (Section 4109 of Title 5, United States Code (USC) and Section 2396 (a) 3 of Title 10 USC gives authorization).

Students who have NOT reached their FY16 TA funding cap ($4000) and have classes with course start dates between 01-31Oct are encouraged to submit their electronic applications NOW to the Coast Guard Institute for processing, applications MUST be received by the Coast Guard Institute no later than 1200 CST, 30 September 2016 in order for your TA to be funded with FY16 funding.

Students who have reached their FY16 TA funding cap ($4000), and have classes with start dates between 01-31Oct should submit paper applications. Only complete and accurate applications meeting the 14 day policy will be accepted or processed when FY17 funding becomes available. All paper TA applications must be scanned and e-mail to CGI-SMB-TAG@uscg.mil (this will allow us to see date and time of submission). If cutters anticipate complications with this guidance, they should reach out to the TAG Division Officer via e-mail at Michael.D.Watson@uscg.mil with their concerns or issues. Please keep in mind that due to appropriations law we cannot authorize FY17 applications using FY17 funding until OOA 01OCT2016 pending funds availability.

There are NO EXCEPTIONS to the deadline for submitting applications no less that 14 days prior to the class start date (not including the date of submission to the Coast Guard Institute nor the actual class start date). Please keep this in mind when counseling students.

PAPER APPLICATIONS ARE ONLY AUTHORIZED FOR MEMEBERS THAT HAVE REACHED THEIR FY16 FUNDING CAP AND HAVE COURSES THAT BEGIN 01-31 OCTOBER 2016.

NO PAPER APPLICATIONS WILL BE ACCEPTED AFTER 30SEP2016!

TUITION ASSISTANCE AUTHORIZATION (TAA) CORRECTIONS

Below is additional guidance on Tuition Assistance Authorization (TAA) corrections as a follow up on comments from this year's Council of College & Military Educators (CCME) conference.

The Coast Guard Institute will continue to follow the TAA correction policy contained in the CGI SOP, Volume III, Art. 1.N.1.

Changes to note in the standing policy above -
- TACCTS is no longer available to convey changes/corrections to TAAs. Changes should be forwarded to the following e-mail address: CGI-SMB-TAG@uscg.mil

- All TAA change requests have to be forwarded to the Coast Guard Institute to make the changes in NCMIS. Pen and ink changes are not permitted on any TAA being provided to an institution.

MODIFICATION TO STANDING POLICY -
- If an institution cancels a course for any reason before the course start date, the Coast Guard Institute will allow an existing TAA to be modified with a new course IF, and only IF, the course starting and ending dates have not changed. We will need documentation from the institution showing that the existing course has been cancelled and all of the normal information about the new course (course code, course title, etc.). Once received, we will make the correction in NCMIS and return a new TAA to the member/ESO.

WAIVERS

Below is additional guidance provided to ESOs to assist members and commands with submitting complete waiver packages. Additionally, it provides the regulations the Coast Guard Institute is using to screen and evaluate each package received.

POLICIES

- PT&E Manual, COMDTINST M1500.10(series), Art. 11.H.e.(12)
- CGI SOP Volume III, Art. 1.M
- Voluntary Education Programs, DoDi 1322.25, Appendix to Enclosure 3, Art. 3.n.(6)

First and foremost, all DOD MOU participating institutions are required to provided the following BEFORE student enrollment:

- Information on institutional "drop/add," withdrawal, and readmission policies and procedures to include information on the potential impact of military duties (such as unanticipated deployments or mobilization, activation, and temporary duty assignments) on the student's academic standing and financial responsibilities. An explanation of educational institution's grievance policy and process will also be provided.

- All waiver packages will be returned if the member has not tried to resolve the issue with their institution first based on the policy guidance provided by the institution mentioned above. All correspondence between the institution and the ESO/member will need to be included in every waiver package. Any package being received at the Coast Guard Institute without this information will be returned until this requirement is met.

- NOTE: If any military member enrolls with an institution and the above information is not provided, it should be reported immediately to the Coast Guard Institute as a DOD MOU violation via e-mail to Michael.D.Watson@uscg.mil and Patrick.J.Hodges@uscg.mil.

REASONS WAIVER PACKAGES WILL BE ACCEPTED -

- Operational Necessity - Any waiver package submitted for this reason will need to have orders submitted with the package in order to be considered.
- Personal Emergency - Illness, hospitalization unforeseen death in the family - Any waiver package submitted for this reason will need to have supporting documentation. Please note, if a package is being submitted for an illness or hospitalization, we have a "need to know" and we will ask and require supporting medical documentation. If a member does not wish to disclose this information under the HIPPA law, we may not have the required information necessary to make a favorable determination. This is a member's personal choice whether or not they want to provide the required documentation necessary for a debt to be waived.
- Service Obligation - The Obligated Service Matrix located in the CGI SOP Volume III will be used when making these determinations.

WAIVER PACKAGE REQUIREMENTS -

- All waiver packages must show ample justification identifying the extenuating circumstance(s) and provide all supporting documentation.
- A STONG endorsement from the Commanding Officer will be required for consideration (the endorsement shall not be signed by only the ESO except in those situations where the CO is the ESO)
- Waiver packages will NO LONGER be accepted for late applications.
- Correspondence between the ESO/member and the institution showing the attempt to resolve with the school first.
- Supporting documentation for illness or hospitalization (documents will be destroyed by crosscut shredder after they have been used for their intended purpose).

NICMIS & WebTA ENHANCEMENTS

Beginning 16Dec2015, the following enhancements will take affect into the Navy College Management Information System (NCMIS) and the student WebTA module:

All complete Tuition Assistance (TA) applications submitted to the CG Institute (command approved in WebTA) before 1200 CST on 16Dec will be grandfathered and not affected by the programming changes (unless their application is incomplete - such as missing an approved degree plan in the MyEducationPortal or not meeting eligibility criteria).

To be considered a complete TA application the following shall apply: The complete application MUST arrive to the CG Institute at least 14 days prior to clcvn accompanied with the following

(1) the command approved TA app in WebTA

(2) a proper degree plan uploaded into the MyEducation portal if the student has previously used CG TA for more than 6 semester hours

(3) all other TA eligibility requirements have been met (see ALCOAST 405/15).

After 16Dec2015, all members seeking TA shall submit a degree plan prior to submitting a TA application. The following enhancements will apply:

* When a proper degree plan is reviewed/approved by the CG Institute, a code will be entered in NCMIS that will allow an application to be submitted through WebTA.

* If the student doesn't have a degree plan code, WebTA will not allow the student to initiate a TA application.

* Lifetime credit limits illustrated in ALCOAST 405/15 will be programmed into NCMIS. Members will get a warning message when they are within 10 credit hours of reaching their lifetime limits (130 semester hours for undergraduate work and 40 semester hours for graduate work).

*Commands and ESOs are encouraged to build in a command level timeline outside of the CG Institute's 14-day rule to allow for processing at the unit level.

*Command are also encouraged to designate an alternate ESO to cover any staffing gap (primary ESO on leave, TDY, medical, etc.). Waivers are not authorized for TA applications that are submitted late due to ESO absence.

*Additional enhancements will be implemented in the Spring: ESOs will not be able to command approve TA request inside the 14 days (the system will automatically deny these applications). In the interim before this enhancement to NCMIS ESOs SHALL NOT approve any TA application inside the 14 days. Anything approved inside the 14 day window will be denied and unprocessed.

* Commands are encouraged to build in additional time to allow for unit processing. Failure to build in additional time for unit processing WILL impact students NEGATIVELY! (ex. Require members to have TA application submitted to the ESO 21 or 28 or 35 days prior to the course start date).

These changes are significant and if not adhered to some members will be impacted negatively, so please ensure widest dissemination.

After receiving numerous phone calls and e-mails regarding the coding of degrees plans mentioned in the e-mail below, it has been determined that the degree plan coding enhancement would be best implemented at the beginning of a new FY vice midstream. We will reevaluate this function at a later date when some stability has returned to the processing of TA applications and current policy becomes second nature.

Please keep in mind that all other provisions such as (1) mandatory degree plans, (2) command approved & arrive at the Institute 14 days prior to CLCVN, and (3) all other eligibility requirements outlined in ALCOAST 405/15 remain in effect.

FY16 TA POLICY DTD 17NOV15

On 10Nov, ALCOAST 433/15 was released providing advanced notice of a scheduled Direct Access outage. This outage will affect Tuition Assistance (TA) processing! ESOs and members need to be vigilant of TA policies and how this outage can/will affect them receiving an approved TA authorization without proper planning and counseling.

This Direct Access outage is scheduled for the period 19Dec15 - 03Jan16. Any members desiring to take courses with start dates between 19Dec15 - 18Jan16 MUST have their TA application command approved and submitted to the Coast Guard Institute 14 days in advance of course start date AND before 1200 CST 16Dec15 to allow the Institute to verify and approve applications prior to the 19Dec15 DA outage.

***14 Day rule is STILL applicable for any TA application i.e. 19DEC course start date TA application MUST be submitted on or before 04DEC****

*IMPORTANT NOTE - ESOs and members need to be very vigilant with their planning and counseling, TA applications with course start dates between 04Jan16 - 17Jan16 MUST be received by 1200 CST 16Dec15 before the start of the Direct Access outage on 19Dec15. Applications received at the Coast Guard Institute after the Direct Access outage with course start dates between 04Jan16 -17Jan16 will be within 14 days and will be RETURNED UNPROCESSED if they are not received on or before 1200 CST 16Dec15.

Degree plans - TA applications received during this period without an ESO approved degree plan will be returned unprocessed. The Coast Guard Institute will be unable to verify TA eligibility and as a result TA applications will be within the 14 day rule and RETURNED UNPROCESSED. ALL TA processing for courses starting between 19Dec15 - 18Jan16 should be reviewed with an ESO, command approved and submitted in accordance with all FY16 TA policies and guidance received in the field. It is of the utmost importance for ESOs and members to verify all documents are correct before being submitted. Again, incorrect and late documents will go unprocessed and be returned.

ESOs should remind members NOT to start or commit to a course they are not willing to pay for if they have not received an APPROVED TA authorization. Without an approved TA authorization, members assume ALL financial responsibility for the course.

ESOs and members are reminded that they may apply for TA 90 days prior to any course start date, provided the start date does not cross a fiscal year.

Below is some clarification on the 14 day rule and a processing update:

- 14 Day rule - The 14 day rule is in full affect. The effective date for this particular rule is 15Nov. What exactly does this mean? Here's a table of examples that will hopefully remove any ambiguity:

The Coast Guard Institute started with a 15Nov date to allow late submissions for the entire month of October. We also had to calculate in the 14 days needed to start the processing rule on 01Nov. Please remember there are no exceptions or waivers to this policy.

Currently we have approx 390 TA applications in queue. Our technicians are working hard to process these applications quickly while ensuring accuracy and compliance with all of the new policy changes / requirements. The 14-day rule is not a new policy.

Please remind your students that they need to work applications / issues through you, as the unit ESO, before contacting the CG Institute. Your help with issues or basic questions will allow us to spend more time on processing the actual applications.

We are processing TA applications by course start date. As of today, we are working TA applications with a course start date of 05Nov and getting further out each day.

FY16 TA POLICY DTD 21OCT15

LATE TA APPLICATIONS - The Coast Guard Institute received a call from the Navy this afternoon and outside reprogramming, there isn't a simple way for us to get the system to accept late TA applications for the period 1Oct-1Nov. So, for the specified period and before the late TA policy (14 day rule) is applied, we will accept paper applications for those members who's TA applications are being denied because the course start date has passed.

When submitting these applications, please send them to the CGI-PF-Tuition_Assistance shared folder and in the subject line put - URGENT - FY16 LATE TA APPLICATION. This will ensure these get top priority and are worked first thing every morning so members can continue their courses that have already begun.

Please keep in mind that the 14 day rule will be in full effect on 15Nov. What this means and why we choose this date is, it allowed for members to submit late applications for the entire month of October and for socializing. With that said, on 1Nov, any TA applications received with a course start date of 14Nov or earlier, will be denied and returned unprocessed. I want to make sure everyone understands that we will not be accepting late applications up to and on 15Nov.

SELECTING THE EDUCATION OFFICE IN WEBTA - From today forward, please ensure all members utilizing TA select USCG INST/OKLAHOMA CITY, OK US as their assigned education office when submitting their applications. This is block 15 in Step 1 when starting a New Application. I've attached a screenshot for optimal clarification and understanding. If TA applications are received with any education office other than the aforementioned, it will be denied and returned for correction.

FY16 TA POLICY DTD 16OCT15

TUITION ASSISTANCE (TA) - Due to the delay in promulgated FY16 TA policy, the Coast Guard Institute will authorize TA requests received for courses starting on or after 01OCT15. This practice will be permitted to continue through the entire month of October, and through 14NOV15. Effective 15NOV15, ANY and ALL TA requests received less than 14 days prior to the class start date will be denied and returned to the member unprocessed. There will be NO waiver process or deviation from this requirement so please ensure widest dissemination.

The new FY16 Tuition Assistance policies are promulgated to align CG policy more closely with DoD policy and meet the requirements of Executive Order 13607. One of the policies in the Voluntary Education Program Instruction DoDI 1322.25 is the requirement for schools to enroll students only after the TA is approved by the individual's Service. It also goes on to say that, "Service members will be solely responsible for all tuition cost without this prior approval." Additional information on this can be found in the above DoD instruction in Appendix to Enclosure 3, Paragraph 4.d under Approved and TA Eligible Courses.

Additionally, in Volume III of the Coast Guard Institutes SOP, Chapter 1.C.2 states, "It is required to submit requests no later than 14 days prior to the course start date to avoid late fees and disenrollment. Coast Guard Institute will not guarantee processing of a TA applications before the class start date if the TA application is received less than 14 days prior."

With the above knowledge, the Coast Guard will no longer process retroactive TA applications after 15NOV15 as stated above. All late (inside the 14 days before the class start date) TA applications will be returned to the student and if they have entered into a course of instruction without prior TA authorization, the student will bear the full cost.

DEGREE PLANS - ESOs are strongly encouraged to remind their members if they have previously used TA for 6 semester hours or more, they will be required to submit a degree plan in the "My Education Portal" before their TA applications will be approved. If we receive a TA application and see a member has taken 6 hours or more, their application will be denied until the degree plan is submitted. New TA users can take up to 6 semester hours prior to submitting a degree plan.

GRADE REPORTING - ESOs and students are reminded to check to see if grades have posted on the "My Education Portal" before reporting them to the Coast Guard Institute. Reporting grades that have already been posted creates a redundancy and an unnecessary increased workload on the technicians. Grades can be viewed by logging into My Education > My History or Missing Grades. The Coast Guard Institute is working closely with the Navy to ensure schools post grades on the "Grade Portal".

1. This ALCOAST announces FY16 Tuition Assistance policy effective immediately.
Focus of the change is to closely align CG policy with DoD policy.
2. New policies and eligibility criteria:
A. The Coast Guard will fund 100 percent of tuition cost not to exceed the following caps: $250.00 per semester hour, $166.67 per quarter hour, or
$16.67 per clock hour. The annual cap for reimbursement of TA is $4000.
B. In the event TA funds are exhausted before the end of the FY, TA funding will be suspended until additional funding becomes available.
C. TA funds are subject to recoupment from students who are unsuccessful completing courses. Successful course completion is defined as a grade of a "C" or higher for undergraduate courses, a B or higher for graduate courses, and a pass for pass/fail grades. All failing grades (D or lower for undergraduate courses, C or lower for graduate courses), incomplete (I) grades in effect longer than six months, and voluntary withdrawal (W) grades will result in recoupment of TA funds from the student.
D. Schools authorized to receive TA funding must participate and have a signed MOU with the DoD. The authorized school list can be found at the following website: www.dodmou.com.
E. Requirement – TA will no longer pay for any fees. Any item outside of tuition is considered a fee (e.g. lab, graduation, internet usage, etc.)
F. Requirement – Mandatory degree plans will be required after the completion of the second course using TA. If a degree plan has not been received by the Institute after the second course, no further TA will be authorized until the degree plan has been provided. Members that have already taken two courses utilizing TA will have to have their degree plan on file before any further TA will be authorized. In order to be eligible for TA, members must have a degree plan approved by their ESO and uploaded into WebTA after the second course using TA funding. Degree plans must be uploaded on the myeducation portal in webTA:
https://myeducation.netc.navy.mil.
Courses not in alignment with an approved degree plan will not be approved by the Coast Guard Institute or funded with TA. See the CG Institute web site for specific instructions on uploading degree plans.
G. Requirement – Establishment of lifetime credit hour limits for TA are as follows: 130 semester hours for undergraduate work, and 40 semester hours for graduate work (or the quarter hours or clock hours equivalent).
Lifetime credit hour limits will be calculated on all TA utilized since inception of the program. Once a member has reached credit, quarter or clock hour limits, TA will no longer be authorized regardless if the member has obtained a degree.
H. Information – Federal student aid loans obtained by Coast Guard members for the purpose of funding their education will no longer be considered a duplication of benefit and will not be subtracted when calculating the use of TA.
I. Information – The CG will begin to fund clock hours for courses leading to a degree from schools that are authorized to receive TA.
3. The following policies remain in effect:
A. TA is authorized for active duty military members eligible for TA.
Member must be on Active Duty or a Reservist on long-term orders greater than 180 days.
B. TA is only available for courses leading to the first associate, bachelor, and graduate degrees. TA is not authorized to members pursuing an additional degree at the same or lower level regardless of how they received their first degree (i.e. if the applicant already has a bachelor’s degree, TA shall not be authorized for an associates or bachelors degree even if the degree was obtained at a service academy, through the CG advanced education program, via grants or loans, VA benefits, or paid for by the member).
C. COs, OICs or first O-6/GS-15 in the chain-of-command are
expected to ensure members meet the following eligibility criteria:
(1) Satisfactory progress toward completion of unit quals.
(2) Satisfactory progress toward watch station quals.
(3) Satisfactory proficiency of craft, and
(4) Satisfactory conduct during the six months prior.
(5) Note: TA approval authority shall not be delegated below Executive Officer, Executive Petty Officer or Deputy level.
4. All additional eligibility constraints and requirements listed in Ref (A) not addressed in this ALCOAST still apply.
5. Members are strongly encouraged to seek ESO guidance for deciding which college or university maximizes military training, credits-by-exam, and provides the best value for tuition dollars. ESOs can also help identify other sources of funding if desired.
6. These changes will be reflected in the next revision of Ref (A) "which will be released within the next year."

7 Aug 15 As of today, 07Aug, 2015 the Coast Guard Institute has begun processing Fiscal Year 16 (FY16) Tuition Assistance applications that contain course start dates between 01-31Oct, 2015 (Section 4109 of Title 5, United States Code (USC) and Section 2396 (a) 3 of Title 10 USC gives authorization).

Students who haven't reached their FY15 TA funding cap and have classes with course start dates between 01-31Oct should be encouraged to submit their applications to the Coast Guard Institute for processing no later than close of business 30Sep, 2015.

3 Aug 15 In accordance with ALCOAST 312/15, the BM1 (0112-3), BM2 (0212-3), IS1 (0190-1), and IS2 (0290-1) EOCT's are obsolete. New BMC, BM1, BM2, IS1, IS2, ET1, and ET2 RATS, versions 51, 52, and 53 are available to order. Please destroy these tests and record in your Destruction Log. The CG Institute will automatically delete these tests from your Library inventory, ESOs do not need to inform the CG Institute via TACCTS ticket when tests have been destroyed.

7 Jul 15 Effective Immediately - Per ALCOAST 326/13 the HS1 EOCT (0130-4) version 51, 52, 53 and HS2 EOCT (0230-4) version 54, 55, and 56 are obsolete. Both active duty and reserve personnel are now required to test using the RAT edition 5. ESOs shall destroy all copies of the HS1 and HS2 EOCT's and note in your ESO Destruction Log. 11 Mar 15 In accordance with ALCOAST 083/15, the new Introduction To Maritime Law Enforcement (1852-1) EOCT's #51,52,53 are available for order. One Boarding Officer Job Aid Kit (BOJAK) booklet will be sent along with all test series and is strictly used for testing only. These tests are considered open book, but the BOJAK booklet has to be used during testing.

Also, the EPME-4 (0462-4) AQE #55,56 are available for order.

17 Oct 14 There has been a lot discussion as a result of ALCOAST 404/14, particularly the new policy change regarding the 25% waiver. Since the release of the ALCOAST, various schools have made policy changes to enable them to continue to support military members with regards to tuition costs. We recently received notification from some schools that have offered to open up the 25% waiver to all military members and not just the Coast Guard. This change was forwarded up to CG-0944 and below is the ethics guidance received

Under 5 C.F.R. 2635.203(b)(4) opportunities and benefits, including favorable rates and discounts, available to all uniformed military personnel are not considered a gift and MAY be accepted.

In any instance, where the school or university makes their tuition waiver available to all military personnel who are not funded at 100% for their tuition assistance then our people may accept the discount that is offered.

While DOD is currently funding at 100% as a matter of policy, that could change at any time. They may, in the future, fund at 75/25, 80/20 or maintain 100%. So long as the discount is available to any/all military personnel equally then it is considered a "non-gift."

This rule is a PERSONAL gift exclusion. The person receiving TA is responsible for ensuring their compliance when receiving the discount or benefit. If there is a tuition "waiver" available, the member should ask whether that waiver is available to all military personnel. If the answer is yes, they may accept it in their personal capacity. If the answer is no, or just Coast Guard, they may not accept it because that would be a discount that is not available to all military personnel.

11 Sep 14 In an effort to meet Executive Order 13607 Establishing Principles of Excellence for Educational Institutions Serving Service members The Coast Guard along with the Department of Defense (DoD) will only authorize Tuition Assistance to Educational Institutions that have a signed Memorandum of Understanding (MOU) with the DoD effective immediately. The deadline for educational institutions to have a signed MOU on file was 6Sep and a complete list of schools can be viewed at http://www.dodmou.com/Home. Select the tab located at the top of the page labeled, "Participating Institutions" to verify which schools are eligible and authorized to receive tuition assistance dollars.

As the DoD and Coast Guard move through this process, there will be anomalies and the Coast Guard Institute will do our best to keep the fleet abreast of the latest information. Below is one of those anomalies that may require immediate action on your behalf.

Currently Kaplan University "Online" is not recognized by the DoD as an institution with a signed MOU and meeting the EO, however the Kaplan University's main campus is and will fill the requirement for Kaplan University "Online" until the details are ironed out. So, any students you have that plan on attending Kaplan University "Online" will need to select Kaplan University Davenport (Main campus) in order for their TA request to be approved.

6 Aug 14 As of today, August 6, 2014, The CGI has begun processing Fiscal Year (FY 15) Tuition Assistance (TA) applications for 01 to 15 October start dates. (Section 4109 of Title 5, United States Code (USC) and Section 2396 (a) 3 of Title 10 USC gives authorization). Send all eTA applications for Oct 1 to 15 2014 course start dates to the Institute for processing.

Be aware of the students FY14 TA usage prior to sending any FY15 applications for processing. We cannot exceed the FY14 cap to fulfill tuition requirements for any FY15 applications processed early. It is the members decision to proceed with early processing and possibly pay tuition out of pocket, or wait until FY15 funding is made available to maximize TA availability. The CGI TAG division is asking for all FY15 applications dated 1 -15 Oct to be submitted no later than close of business Friday, September 26. Remember, all applications requesting early processing must be submitted to the CGI for funding management purposes.

21 Feb 14 1. As per ALCOAST 065/14, active duty military members are eligible for tuition assistance for courses leading to first undergraduate or graduate degrees. Graduate courses with a start date on or after 1 January through 19 February may be considered for a waiver using the CG Institute waiver process. Waivers will not be considered for members that do not meet eligibility criteria IAW ALCOAST 065/14.

2. Effective immediately, the cap established by ALCOAST 325/13 of 6 credit hours per fiscal quarter has been lifted. This updated guideline is not retroactive and will affect future TA requests only. The Coast Guard will continue to fund 75% of the tuition cost of members not to exceed $187.50 per credit hour. The annual cap for the Coast Guards share of TA is $2250.

3. TA is NOT authorized for members seeking a second degree at the same or lower educational level. In addition TA is NOT authorized for any Doctoral level courses. This applies to members pursuing a second degree whether or not TA was used to obtain their initial degree (i.e. if the applicant already has a bachelors degree, TA shall not be authorized for another bachelors degree even if the degree was obtained at a service academy, through the CG advanced education program, via grants or loans, VA benefits, or paid for out of the members own pocket).

Also request the ESO inspect the book prior to giving the test to ensure no other documents/notes are in the books pages. (The book is to be scanned by the ESO before and after the administration of the exam to ensure no additional information is marked or written inside the book.)

NEW COAST GUARD TUITION ASSISTANCE (TA) POLICY

1. As per ALCOAST 502/13, the Coast Guard will fund 75% of the tuition cost of members not to exceed $187.50 per credit hour. The new annual cap for the Coast Guard's share of TA is $2250.

2. Only active duty military members are eligible for tuition assistance and only for courses leading to associate and bachelor degrees. The Coast Guard will no longer pay TA to members seeking a second degree at the same or lower educational level. This change applies to members pursuing a second degree whether or not TA was used to obtain their initial degree (i.e. if the applicant already has a bachelor's degree, TA shall not be authorized for another bachelor's degree even if the degree was obtained at a service academy, through the CG advanced education program, via grants or loans, VA benefits, or paid for out of the member's own pocket).

3. Effective immediately, we are returning all TACCTS/WebTA applications and requesting for members and ESOs to resubmit to ensure the member meets the new TA eligibility requirements. All other provisions from TACCTS blast of 25 October 2013 remain the same.

4. Due to government shutdown from 1-16 October 2013, courses with a start date during that period are not eligible for funding. Courses with a start date on or after 17 October through 19 November may be considered for a waiver using the CG Institute waiver process. Waivers will not be considered for members that do not meet eligibility criteria IAW ALCOAST 502/13.

25 Oct 13 FY14 TA PROCESS

1. Effective immediately, all personnel using TA shall use the Navy WebTA system and are required to submit their applications to the Coast Guard Institute 14 days prior to a course start date. If a request is submitted after the course start date, a warning from Navy Knowledge Online (NKO) will notify the member that the course has started. The ESO is advised to inform the member to continue with the WebTA application.

2. The Coast Guard TA paper application form CG-4147, may be used on a case-by-case basis for units with poor internet connectivity issues that have been approved by the Tuition Assistance & Grants (TAG) Division Chief.

3. The NKO WebTA link can be found in the student and Education Services Officer (ESO) standard operating procedures (SOP), and can also be located on the Coast Guard Institute website using the following path: CG Institute website > ESO > TA and Grants.

4. Paper applications received by the Coast Guard Institute prior to the close of business on 28Oct13 will be processed (assuming member is in compliance with FY14 TA funding level and eligibility). All others will be returned.

5. Additionally, with the implementation of the Joint Service Transcript (JST) system, an assessment prior to submitting a TA request is no longer required. Members should be encouraged to login to the JST and verify accuracy.

6. As information becomes available, we will keep you updated on FY14 TA policy. ESOs and members are reminded that TA is not approved until they have received a TA Authorization (TAA) from CGI. Members should be wary when starting/continuing a degree program for which they do not have an alternate means of payment unless they have an approved TAA from CGI.

ESO's and members are reminded that TA is not approved until they have received a TA Authorization (TAA) letter (form CG-1560) from CGI. Members should be wary when starting/continuing a degree program for which they do not have an alternate means of payment unless they have an approved CG-1560 from CGI.

  1. Paragraph 1 of Ref (A) restricted TA for Active Duty members and Reserve members on long-term Active Duty orders issued for over 180 days. Additionally, for the remainder of the fiscal year (ends Monday 30 Sept), the Coast Guard Institute (CGI) is now accepting TA applications from Civilian Coast Guard personnel who meet the minimum obligated service requirement outlined in Ref (B). The cap established by Ref (A) for 6 credit hours per fiscal quarter apply for all applicants.

  2. The increased eligibility may not be available in Fiscal Year (FY14) as TA funding for next year is still unknown. TA funding is anticipated to remain volatile and members should plan accordingly when starting/continuing a degree program.

  3. TA applications must be submitted no later than the Noon EDT 30Sep2013 and be for courses with start dates NLT 15OCT2013. Retroactive payments are not authorized.

  4. An ALCOAST with this policy change will follow later today.

  1. As of today, 23 September 2013, the CG Institute (CGI) has begun processing FY14 TA applications for courses with 01-15 October start dates, utilizing FY13 funds. (Section 4109 of Title 5, United States Code (USC) and Section 2396 (a) 3 of Title 10 USC gives authorization). The requests must be processed by 2400 30 Sep or they cannot be paid with current year funds. New fiscal year funding may be delayed by a number of budget issues.

  2. Send all applications for 01-15 October 2013 course start dates to CGI for processing ASAP. Be aware of the student's FY13 TA usage prior to sending any FY14 applications for processing. We cannot exceed the FY13 cap to fulfill tuition requirements for any FY14 applications processed early. It is the member's decision to proceed with early processing and possibly pay tuition out of pocket, or wait until FY14 funding is made available to maximize TA availability.

  3. The CGI Tuition Assistance & Grants (TAG) division requires that all FY14 applications dated for 01-15 October 2013 be submitted no later than close of business 27 Sep 13.

  4. The Coast Guard tuition assistance program is designed to assist Coast Guard personnel in broadening academic or technical background by providing funding for off-duty independent education. The voluntary education program is managed by the Coast Guard Institute (CGI) and administered by the Education Services Officer (ESO) at each unit.

  5. As per ALCOAST 325/13, the Coast Guard expanded Tuition Assistance (TA) eligibility for all degree levels from all Active Duty members and Reserve members on long-term Active Duty orders issued for over 180 days.

1. Effective immediately for the remainder of the FY13 TA budget the Coast Guard Institute is accepting applications for all Active Duty members for all degree levels and is not retroactive. The remainder of the eligibility criteria contained in reference (a), limiting six credit hours per fiscal quarter; COs, OICs, or first O-6/GS-15 in the chain-of-command are still required to ensure individuals meet eligibility criteria remains in effect. An ALCOAST will be released in the next 48 hours that confirms this policy for the remainder of FY13.

2. Provisions remain the same for Reserve TA as per references (a) and (b). TA for Reserve members is only available if the member E6 and below on long-term Active Duty orders issued for over 180 days.

3. ESOs are directed to ensure members seeking TA funding are aware that TA funding remains volatile and members should plan accordingly when starting/continuing a degree program. Members are also reminded that TA is not approved until they have received a TA Authorization from CGI.

Effective Immediately: New Rating Advancement Test (RAT) for FS1/FS2/FS3 are now available upon request. A CD of reference materials will be sent with all test series and is strictly used for testing ONLY.

Note 1: The administration of these tests require members to bring a copy of the book "Professional Cooking" 7th ed. by Wayne Gisslen. The 7th edition was provided by HQ to units with FS personnel and is the only publication allowed for testing purposes. Members taking the FS Rating Advancement Test may use a "marked up" or "highlighted" Professional Cooking Book, but tabs and/or flagged pages are not allowed. ESOs shall inspect the book prior to administering test and remove any documents/notes.

Note 2: Current FS EOCTs continue to be valid for RESERVE personnel ONLY thru 1 July 2013.

12 Feb 13 SK Strikers - ALCOAST 049/13 did not specifically address SK Strikers. ESOs may administer the SK3 EOCT to SK Strikers until 1 Aug 2013. Completion of the SK3 PQG and CG-3303C-SK (Rev.03-20090 or CG-RPQ-SK (Rev.03-2009) satisfy the prerequisites for administering the test. After 1 Aug 2013 SK Strikers will be required to complete the CG-RPQ-SK (Rev.11-2013) and the SK3 rating advancement test for placement onto the advancement eligibility list. These updates will be included into a Striker Program ALCOAST to be released at a future date.Also, the new SK RAT's are not yet available. 20 DEC 12 FORCECOM has received reports from ESOs that there is erroneous guidance mandating Training Management Tool (TMT) entry of RPQ for all ratings. Only ratings fully transitioned to ERATS- AET, AMT, AST MST and OS (ALCOAST 262-12, ALCOAST 33/11, and ALCOAST 46/12) need to record completion of Rating Performance Qualifications (RPQs) into TMT.

As a reminder, ESOs need to confirm members (of ALL rates) have completed their RPQ/PQG Performance Support Worksheets prior to allowing the member to take the End of Course Test (EOCT) or Rating Advancement Test (RAT).

7 DEC 12 Aviation RAT Reference CD - UPDATE (DEC 2012)

The reference CD dated "AUGUST 2012" for all Aviation RATs has been updated and will automatically be sent out to ALL library units holding these exams. The updated CD will reflect the new date of December 2012. You should destroy all Aviation CD's that you currently hold dated "August 2012" and suspend testing for AET, AMT, and AST until new "December 2012" updated CD is received. There is NO change to the exams for these rates, just the reference CD.

You should receive the updated CD NLT 17 December. If you hold these exams and do not receive the updated CD's by 17 December please notify CST through TACCTS.

REMINDER to ALL: Members should also be provided the Challenge Worksheets when they are given any paper-based exam. When challenging a question the question itself nor answer to any question should be written. Procedures and the form itself states this policy.

5 NOV 12 Certification or Certificate Programs

There have been an increasing number of cases where ESOs have authorized Tuition Assistance for certification or certificate program courses. When reviewing the application for Tuition Assistance it is absolutely essential that ESOs follow COMDTINST M1500.10C Performance, Training, and Education Manual. The most common error by ESOs, when counseling members on Tuition Assistance, is identifying if the course falls under an institutions degree program. The only courses authorized for TA funding with International Sports Sciences Association (ISSA) are courses that are listed in their degree program such as PD102, PD103, PRT251, PRT253, PRT254, PRT255, PRT256, and PRT259 as well as other required courses. Courses listed under their certification or certificate programs do not qualify for TA.

If an ESO is in doubt about the eligibility of TA they should seek prior guidance from CG Institute before counseling the member and or approving TA. It is imperative that the member receives the correct information to prevent a potential debt on the member for an unauthorized course.

20 SEP 12 The study material for the DWO exams have been changed. The only study material provided will be the NAVRULS International/Inland Book COMDTINST M16672.2D and a set of flash cards. Members are responsible to logon to the NAVCEN website http://www.navcen.uscg.gov/?pageName=navRulesContent to ensure they have the latest updates to the book. The only material members can take into the exam room for the DWINTR (0702-1) Open Book exam is the NAVRULS book. The only acceptable markings in the book are those denoted changes and updates. The book cannot contain personalized tabs, indexes, or notes.

TACCTS has been updated to reflect this change and these study materials are available under the Course Order option choosing "DWINTO" and "DWINTR" and selecting "Course Material Only" from the drop down menu.

Per COMDTINST 1000.2 (series), the MST Rating Force Manager has made the following change to the service wide exam eligibility requirements for MST2s.

MST2s who have passed MST1 EOCT Course 0134, edition 6 are exempt from taking the new Rating Advancement Test (RAT) for future SWE's. However, the new MST1 RPQS must be completed for advancement in accordance with ALCOAST 033/11.

27 Jun 12 The IS2 course is for IS personnel ONLY and will be available ONLY via hard copy through the CG Institute. It needs be locked up; storage/file cabinet, desk drawer. For example, if your office can be accessed by anyone but you, (cleaning crews, facilities personnel, etc.) then lock it up in some type of container that only you have access to in order to prevent an unauthorized disclosure. Also, don't store FOUO material in a container approved to store classified material. For dissemination, IS3s working towards advancement to IS2 are the only personnel that should be given full access to the PQG (content and all). CG Recruits DO NOT have need-to-know and should never be given access to the IS2 PQG or any other FOUO material without valid and confirmed need-to-know. For recruits that express an interest in the IS rating, refer them to any pamphlets or other generalized Rating material that you have. IS3s must understand that the IS2 PQG must be properly stored...they can NOT take it home and study at the house or at any other private or public place. It is For Official Use Only and must remain at the "official" job site.

As a reminder, the Investigator courses (IV1 and IV2) should only be ordered for members who are in the investigator field. These courses are restricted to IV personnel and Special Agents ONLY.

26 Jun 12 In accordance with ALCOAST 305/12 the revised MK2 course (Course 0232, Edition 6) is now available on the CG Portal. The new MK2 course materials and EOCT's #51/52/53 are available upon request. MK2 0232-5 51/52/53 become obsolete 8/1/2012.

New series - HS2 EOCT's #54/55/56 are now available. HS2 EOCT's #52/53 are obsolete as of 2400 26 June 2012.

Non library units should request enrollment with test on the initial request.

MST2s who have passed a previous MST1 End of Course Test are exempt from taking the new RAT for future SWE's. However, the new MST1 RPQS must be completed for advancement in accordance with ALCOAST 033/11.

30 MAY 12 Direct Access will be down from 31MAY12 until 15JUN12. The following services will be affected for this time period.

1) The daily upload of EOCT and Rating Advancement Test (RAT) score completion data from TACCTS will be held by the CG Institute until Direct Access is available. Members will not have official results and therefore will not be eligible for the supplemental advancement list. The next Terminal Eligibility Date is for reservists (1 July). Once Direct Access is back online the CG Institute will upload all exam information.

2) ESOs will not be able to enter DLPT exam information into Direct Access during this down time.

3) Transcripts and Assessments will be on hold throughout the duration of the DA downtime. Without DA, the Registrar's office is unable to verify assessment/transcript information.

30 MAY 12 When entering EOCT, please enter the actual date the test was taken in the Test date field. Do not enter today's date.

If you entered the wrong date in the test date field, submit a TACCTS ticket with members complete name, EMPLID, and test taken with the actual test date.

Note; You can back date a test up to 30 days by clicking on the test date field. Enter the date the test was administered.

The 21 day will rule will be inaccurate if the member received a non-qualifying score and the actual date of the test was entered incorrectly.

24 MAY 12 The TACCTS test administration function is still not operational. Please continue to proctor manual exams until further notice. When the TACCTS test administration function is fully restored, ESO's will be able to enter information from tests administered using the date the exam was taken.

The Coast Guard Institute will send out notification via TACCTS when the test administration function has been fully restored.

22 MAY 12 US Coast Guard 2012 DOD World Wide Education Symposium and Expo attendance

Per ALCOAST 571/11, FORCECOM and PSC have submitted a group application to obtain approval for a limited number of CG personnel to attend the 2012 DOD World Wide Education Symposium and Expo. The CG personnel that have been chosen to represent the CG Voluntary Education Program have already been notified.

NO OTHER USCG PERSONNEL will be authorized to attend the 2012 DOD World Wide Education Symposium and Expo.  This includes members that were planning on attending the Symposium utilizing unit funds.  Travel approving officials shall not approve requests for orders or settlement requests for members not part of the application request submitted by FORCECOM and PSC to CG-8.

21 MAY 12 Effective Immediately - HS2 0230-4 #51 is no longer available for testing purposes due to compromise.  This test should be destroyed and ticket submitted through TACCTS for removal from your inventory.

21 May 12 Test submission in TACCTS is not working and tests are not coming through.  Please hold off on submitting any EOCT's in TACCTS until further notice.  Any tests that you recently submitted and did not receive email confirmation must be resubmitted once the Test submission feature is back in operation.

13 APR 12 Update EOCT Information Page will be available on the CGI website.

In accordance with ALCOAST 171/12, the new BM3 (code 0312-3) course and  test is available. The previous version, BM3 course (code 0312-2) does not go obsolete until 01 Aug 2012.

The ME2 tests (code 0281-1) is available.  The ME2 tests (51-52-53) do not go obsolete until 01 Aug 2012.

The SK3 test 56 is available.  The SK3 test 51 will become obsolete on 01 May 2012.

The EPME-6 test 57 (code 0662-2) is also available.

Note: All library units are reminded to input their request via TACCTS and to include all test requests on one ticket.  Include your 7 digit OPFAC and complete mailing address for tracking purposes.

28 FEB 12 EOCT re-test "days" rule policy enforcement:  Direct Access (DA) is the CG's official system and should be checked by the ESO on each member requesting to take an EOCT to ensure that the 21-days rule is followed.  When E-Testing is used you may verify the member's "transcript" within the LMS prior to member enrolling in exam or you may verify in DA.

Note:  These instructions will be included in the next change to the ESO SOP VOL II.

EPME-6 0662-2 Test #55 is no longer authorized for testing due to compromise and will be taken offline.  Please remove this test from your inventory and destroy.  Log in your destruction log and notify CST through TACCTS of destruction and for removal from online inventory.

7 FEB 12 Effective 08 February 2012 new YN2 End of Course tests versions 54-55-56 will be available upon request through TACCTS for all library units. Please be advised to include unit 7 digit OPFAC and complete mailing address in your TACCTS request.

Non library units who currently hold the YN2 End of Course Test versions 51-52-53 destroy and note in your destruction log. Once removed ESO's are reminded to request "TEST ONLY" to receive the new test versions for members currently enrolled.

25 JAN 12 E-Testing for MST will be unavailable on 14 February.  Questionmark will be offline on February 14th starting at 0900 for system maintenance.  This will result in the MST RAT being unavailable.  Please make all necessary notifications and alternate arrangements.  The system should be back online by COB 14 February.

Clarification of reference material for E-Test (MST):

Please refer to the ESO SOP Vol II "E-Testing" and the log on screen for MST E-Test and Member Instructions. The first instruction listed under STUDENT INSTRUCTION begins with "1. Do not bring any personal items into the examination room: this includes .............."

The ONLY authorized references for the online test are the electronic references accessible online during the exam.

The ONLY authorized references for the paper-based MST exams are provided on CD with each exam.

The references linked from the exams are hosted on the Coast Guard Collaboration site, which has resulted in some members having problems opening the pdf's during their exam.

Most commonly, when the member attempts to open a Pdf document, he/she may receive the error message "Check if the connections are installed in your system."

This error can be avoided by following this procedure: While highlighting the document name, a little blue arrow appears to the right of the document. Individuals need to click the blue arrow to the right of the document and then click "open".  This will allow the reference to open properly.  If you merely click the document name, it may result in the above error.

18 NOV 11 The following is provided to clarify administration of the MST Rating Advancement Test online on a Non-standard Workstation.  A Non-standard workstation may be utilized to access the Learning Management System to administer the MST E-Test.  This method requires the use of a CAC card and a CAC reader.  For assistance with CAC cards or CAC readers, please contact your local ESU.

2 NOV 11 This message pertains to the Tuition Assistance and Grants (TAG) Division: The TAG Division is now accepting TA applications for the courses with December and January start dates.

Also, currently the TAG Division does not have grant money, but we are accepting applications and placing them on hold. The applications will remain on hold until funding is received or the application submission date is a year old, whichever comes first.

20 OCT 11 QuestionMark Perception - User Account is required for E-Testing.  When given a user account for this system the OPTION you will choose is "Manager".  The ONLY thing you have access to in this system is the ability to change your password.  The administration of tests is done through the LMS (CG Portal)and when the member launches the test you will be required to sign in using your logon and password.  The SOP for E-Testing is on the CGI website under ESO Essentials > ESO Policy and Procedure Guides and Forms.

6 OCT 11 This message is from the Tuition Assistance and Grants (TAG) Division: Due to the assessment requirement to use TA, the TAG Division has incorporated a statement in block 11 on the Application for Coast Guard Tuition Assistance (CGI-4147 (REV 10/2011v4)). The change in verbiage authorizes the CG Institute to access a member's training information to complete an assessment without submitting an Application for Transcript (CGI-1561J (REV 6/11)). The new Application for Coast Guard Tuition Assistance form will be the only version accepted after 14Oct11.

The Application for Transcript form is still available to request assessments and transcripts.
