The Joint Spectrum Center (JSC) provides Electromagnetic Environmental Effects (E3) and Spectrum Supportability (SS) support to the Director, Operational Test and Evaluation (DOT&E) on designated oversight programs by assessing the adherence of E3 and SS requirements throughout the acquisition process.
Technical Support
The JSC supports DOT&E by placing a greater emphasis on E3 and SS with early involvement in the acquisition process to minimize system/equipment problems from reaching the warfighter in the field. Analyzing and resolving E3 and SS related problems in the Development Phase has proven to be more cost effective than implementing fixes once the system or equipment has been fielded.
Implementation
DOT&E, together with the JSC, and with the assistance of Operational Test Agencies (OTAs), have developed guidance to assist Program Managers (PMs) implement acquisition policy, directives and regulations. DOT&E follows a philosophy of emphasizing E3 and SS early in the acquisition program to minimize the risk of an adverse impact before operational testing and fielding occurs. The JSC assists in assessing E3 and SS requirements throughout the acquisition process for specified programs. Part of this assessment may include participating in test evaluations and technical reviews to assess the overall performance of an end item in its intended electromagnetic environment.
