FY 2018 ESTCP Solicitation Released

The Department of Defense's (DoD) Environmental Security Technology Certification Program (ESTCP) released a solicitation on January 5, 2017, requesting proposals for demonstrations of environmental technologies. Researchers from Federal organizations, universities, and private industry can apply for ESTCP funding via the appropriate solicitation. All proposals must respond to a Topic Area associated with the solicitation. Topic Areas for universities, private industry, and Federal organizations outside DoD differ from DoD Topic Areas. ESTCP projects are formal demonstrations in which innovative technologies are rigorously evaluated. ESTCP demonstrations are conducted at DoD facilities and sites to document improved efficiency, reduced liability, improved environmental outcomes, and cost savings. The due date for all pre-proposals is March 9, 2017 by 2:00 p.m. ET.

State Implementation Support Grant

EPA is announcing $1 million in a grant to provide state implementation support related to CERCLA 128(a). The EPA anticipates award of one cooperative agreement to support state implementation for CERCLA 128(a) and other brownfields related issues. The purpose of this cooperative agreement is to fund research, training, and technical assistance to promote and stimulate information exchange among State officials managing solid, hazardous and brownfields response programs (response programs), and EPA officials to jointly resolve Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Section 128(a) "co-implementor and co-regulator" issues, and identify emerging response program issues that are of interest to States. The maximum amount for the cooperative agreement is $1,000,000. The proposal deadline is January 31, 2017.

FY 2017 Brownfields Environmental Workforce Development and Job Training (EWDJT) Grants

These grants are provided to eligible entities, including nonprofit organizations, to develop environmental programs that recruit, train, and place unemployed and under-employed residents of communities affected by brownfields and other environmental contaminants with the skills needed to secure full-time, sustainable employment in the environmental field and in assessment and cleanup work taking place in their communities. Each Environmental Workforce Development and Job Training Grant may be funded up to $200,000 over a three year period. The proposal deadline is February 24, 2017.

In-Situ Capping of Contaminated Sediments

This publication was developed to serve as a basis for the design and assessment of remediation alternatives to dredging by providing a technology overview of various capping-based techniques and describing their possibilities and limitations. The guide consists of a main text (Section 30-1E) plus several supporting but stand-alone appendices: a preliminary review of contaminated sediments in Sweden (30-2E); a general overview of established ex situ and in situ sediment remediation technologies (30-3E); a preliminary overview of remedial sediment capping projects worldwide (30-4E); a short discussion on anticipated challenges with capping Sweden's fiberbank sediments (30-5E); an extensive bibliography of international technical references (30-6E); and an overall summary (30-7E).
