Current law bars the appointment to the position of Secretary of Defense of any person who has served on active duty as a commissioned officer of the Armed Forces during the previous seven years. H.R. 393 would waive that prohibition for the next person appointed to the office. CBO estimates that enacting H.R. 393 would have no budgetary effect.

H.R. 5422 would amend the Trafficking Victims Protection Act of 2000 by changing the source of funding for the National Human Trafficking Hotline. That hotline helps victims of severe forms of human trafficking communicate with providers of shelter, transportation, legal, health, and other services. Under current law, funding for the hotline comes from the Department of Justice. H.R. 5422 would authorize funds from the Department of Health and Human Services to be used for these purposes, but would not change the authorization level for the hotline.

Under the bill, the Office of Management and Budget would establish an inventory of all federal data sets and would direct the General Services Administration to maintain an online interface for all such data. H.R. 3711 would require the National Park Service (NPS) to conduct a special resource study of the Chicano Park located in San Diego, California. (The park and its murals depict the history of Chicano culture and the Chicano Civil Rights Movement.) The study would determine whether the site meets NPS criteria for inclusion in the National Park System. Based on information provided by the NPS, CBO estimates that implementing the legislation would cost $250,000 over the 2017-2021 period; such spending would be subject to the availability of appropriated funds.
