The President's Management Agenda Scorecard The President's Management Agenda was created in 2001 with the goal of improving management and performance of the federal government. The PMA includes five major initiatives: Improved Program Performance; Strategic Management of Human Capital; Expanded Electronic Government; Improved Financial Performance; and Competitive Sourcing. These initiatives are measured using a "Scorecard."

The Program Rating Assessment Tool The Program Assessment Rating Tool (PART) was developed to assess and improve program performance so that the Federal government can achieve better results. A PART review helps identify a program's strengths and weaknesses to inform funding and management decisions aimed at making the program more effective. The Department of State's PART results are housed on the Expectmore.gov website.
