Congress Overview

Republicans held slim majorities in the House and Senate after the 2002 midterm election. The 108th Congress (2003–2005) rebuilt the country’s intelligence community with the intention of centralizing its operations, and in March 2003 approved military action against Iraq. At home, Congress approved a series of tax reductions.
