The definition of an "economically significant" rule is similar but not identical to the definition of a "major" rule under 5 USC 801 (Pub. L. 104-121). (See below.) Stage of Rulemaking There are five Agenda stages of rulemaking (i.e., Prerule, Proposed Rule, Final Rule, Long-Term Actions, Completed Actions).

Prerule Stage -- actions agencies will undertake to determine whether or how to initiate rulemaking. Such actions occur prior to a Notice of Proposed Rulemaking (NPRM) and may include an Advance Notice of Proposed Rulemaking (ANPRM) or a review of existing regulations.
