Implementation Guidance: The Sponsor/Domain Owner initially articulates high-level, outcome-based performance measures in the form of measures of effectiveness in the Initial Capabilities Document or Business Plan. Development of the Capability Development Document, Capability Production Document, contract, and build specifications follows, each providing increasingly detailed performance outcomes. During integration and test, procedures called out in the Systems Engineering Plan (SEP) should verify compliance with the build specification. The Test and Evaluation Master Plan (TEMP) and associated test products describe verification of compliance with the contract specification during developmental test and evaluation (DT&E) and verification of compliance with the Capability Production Document during operational test and evaluation (OT&E). Finally, the PIR benefits analysis evaluates system compliance with the original MOEs documented in the Initial Capabilities Document.
