The Joint Spectrum Center (JSC) provides Electromagnetic Environmental Effects (E3) and Spectrum Supportability (SS) support to the Director, Operational Test and Evaluation (DOT&E) on designated oversight programs by assessing the adherence of E3 and SS requirements throughout the acquisition process.

Technical Support

The JSC supports DOT&E by placing a greater emphasis on E3 and SS with early involvement in the acquisition process to minimize system/equipment problems from reaching the warfighter in the field. Analyzing and resolving E3 and SS related problems in the Development Phase has proven to be more cost effective than implementing fixes once the system or equipment has been fielded.

Implementation

DOT&E, together with the JSC, and with the assistance of Operational Test Agencies (OTAs), have developed guidance to assist Program Managers (PMs) implement acquisition policy, directives and regulations. DOT&E follows a philosophy of emphasizing E3 and SS early in the acquisition program to minimize the risk of an adverse impact before operational testing and fielding occurs. The JSC assists in assessing E3 and SS requirements throughout the acquisition process for specified programs. Part of this assessment may include participating in test evaluations and technical reviews to assess the overall performance of an end item in its intended electromagnetic environment.


The E3 and SM Assessment Philosophy

  • Provide E3 and SS assessment criteria
  • Assist action officers in E3 and SS matters, on DOT&E specified programs
  • Provide review/input on CDDs, CPDs, and TEMPs, on DOT&E specified programs
  • Review and comment on E3 tests and test plans
  • Evaluate test and analysis results, as requested
  • Bottom line: Provide Value Added to DOT&E action officers

Policy and Requirements

Background: The Secretary of Defense has issued revised DoDD 5000.01, and DoDI 5000.02. The Defense Acquisition Guidebook (formerly regulation DoD 5000.02) is available online. The purpose of the Guidebook is to provide members of the acquisition community and our industry partners with an interactive, on-line reference to policy and discretionary best practice. Consider the Guidebook a valuable resource as you design your programs.

DoDD 3222.03 establishes the responsibility that the Director, Operational Test and Evaluation shall:

  • Require that E3 controls are adequately addressed in test and evaluation oversight programs and verified for compliance during operational test and evaluation.
  • Require that E3 testing be addressed in TEMPs and that resources are identified to support E3 testing.
  • Require that program documentation contain sufficient information to support the identification and resolution of E3 issues.
  • Require that operational test authorities assess compliance with E3 control requirements.
  • Require that E3 assessments regarding the intended operational EME be performed early in the acquisition process.
