CD-ROM: Key Electromagnetic Spectrum Considerations for Acquisition Professionals

This training CD-ROM is intended for the acquisition community and provides information on established DoD policies and procedures that must be followed to minimize EMI and obtain spectrum certification of spectrum-dependent equipment.

CD Chapters include:

• Military Operations Today - CD introduction, gives various reasons for EMI in joint operations, gives five examples of operational EMI, discusses Joint Vision 2020 and Full Spectrum Dominance.
• Brig General Mark E. Weatherington - discusses the critical importance of winning the fight in the electromagnetic spectrum.
• Definitions - explanation of E3 related terms including: E3, EME, EMC, EMI, EMP, ESD, HERP, HERO, HERF, P-Static, SS, SM, Frequency Allocation, Frequency Assignment, ESC, and DD Form 1494.
• Policies and Directives - discusses DoD Directive 5000.01, DoD Instruction 5000.02, CJCSI 3170.01, CJCSM 3170.01, CJCSI 6212.01 and other policies and directives.
• Applicable Standards - discusses the E3 and SM Assessment Guide, MIL-STD 464, MIL-STD-461, MIL-HDBK-237, MIL-HDBK-240, and the NTIA Red Book.
• The Equipment Spectrum Certification (ESC) Process - discusses the Equipment Certification Process by showing the movement of the DD Form 1494 from its initial submittal to completion.
• Suggested Actions Checklist - E3 and Spectrum Supportability planning checklist.
• Spectrum Supportability Risk Assessment - SSRAs are required to determine and document if adequate spectrum is available to support system operation in DoD, allied, and coalition operations.
