ACQUISITION STRATEGY (AS)
Each PM shall develop and document an AS that shall serve as the roadmap for program execution from program initiation through post-production support. A primary goal in developing an acquisition strategy shall be to minimize the time and cost of satisfying an identified, validated need, consistent with common sense and sound business practices. The acquisition strategy shall evolve through an iterative process and become increasingly more definitive in describing the relationship of the essential elements of a program. Essential elements in this context include, but are not limited to, open systems, sources, risk management, cost as an independent variable, contract approach, management approach, environmental considerations, modeling and simulation approach, warranty considerations, and source of support. The PM shall also address other major initiatives that are critical to the success of the program. The AS is usually a part of the overall Acquisition Plan described above.
