Long Description
The following are procurement methods: Prices and delivery terms are solicited via an Invitation for Bid (IFB) and award is made to the low, responsive and responsible bidder. The lowest bid must be both responsive and responsible to be eligible for award. Negotiations may be conducted on either a competitive or non-competitive basis. Award is then made to the offeror whose proposal is most advantageous to the Government.
