The competitive range must be determined after evaluation of all proposals received, on the basis of price or cost, technical, and other salient factors including proposal deficiencies/weaknesses and their potential for correction. The competitive range must include all proposals which have a reasonable chance of being selected. The objective is not to eliminate proposals from the competitive range, but to facilitate competition by conducting written and oral discussions with all offerors who have a reasonable chance of being selected for an award.
