It is not intended to replace the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), Army FAR Supplement (AFARS) and EAMC Regulation 715-1. This handbook is designed to ensure that the customer gets what he/she wants when he/she wants it, the Government pays a fair and reasonable price, laws and regulations are complied with, and the Government's interests are protected.
