In 2015, eligible and Critical Access hospitals were required to report on active engagement with a public health agency to submit four possible types of electronic public health data: (1) immunizations; (2) reportable laboratory results; (3) specialized registries; and (4) syndromic surveillance. Providing patients with the ability to engage with their health care provider electronically can lead to better communication, care, and outcomes for patients as well as lower costs. In 2015, 64% of physicians had an electronic health record (EHR) with the capability to exchange secure messages with patients, 63% of physicians had the capability for their patients to electronically view their medical record, 41% had the capability for patients to download their medical record, and 19% had the capability for patients to electronically send (transmit) their medical record to a third party. Office-based Physician Electronic Health Record Adoption
As of 2015, nearly 9 in 10 (87%) of office-based physicians had adopted any EHR, over 3 in 4 (78%) had adopted a certified EHR and over half (54%) adopted a 'Basic EHR'. Since 2008, office-based physician adoption of any EHRs has more than doubled, from 42% to 87%, while adoption of Basic EHRs has more than tripled from 17% to 54%. When parsed by hospital bed size, the majority of hospitals within each hospital type are meaningfully using certified health IT. Regional Extension Centers (REC) Priority Primary Care Providers Meaningful Use Milestone
As of as of January 2016, the REC program has exceeded its target to enroll and assist 100,000 priority primary care providers (PPCPs) to demonstrate meaningful use (MU) of certified EHR technology (CEHRT). RECs support providers' adoption of CEHRT and richer functionality of MU, including: clinical quality reporting, e-prescribing, and medication reconciliation to improve patient care and successfully demonstrate the MU stage 1 criteria. While some providers had an EHR installed before REC assistance commenced, almost all providers required system upgrades or requested a full EHR replacement to implement CEHRT to reach MU. As of as of January 2016, 95 percent of REC-enrolled PPCPs (136,726 providers) have an EHR installed and are routinely using the technology, and over 78 percent of all REC-enrolled PPCPs (112,804 providers) had demonstrated MU of CEHRT.
