This handbook is designed to provide defense acquisition and sustainment professionals with a practical life-cycle handbook to acquiring technical data and computer software rights starting from the moment development of the Capability Development Document (CDD) begins and drafting of the acquisition strategy/plan, through properly structuring each section of the Request for Proposals (RFP), through competitive or sole-source negotiations prior to award, through delivery of the technical data and computer software to which those rights pertain.
