The National Defense Industrial Association (NDIA) recently held its Cyber DFAR Summit at the Northrop Grumman facility in Maryland. The conference had many participants from Industry partners such as Northrop Grumman, Lockheed Martin, Boeing, TASC, etc. Defense Procurement and Acquisition Policy presented on "Cyber Security Challenges—Protecting DoD's Unclassified Information" and explained the requirements of DFARS 252.204-7012 with regard to protecting Covered Defense Information (CDI) and Controlled Unclassified Information (CUI). The clause is mandatory for all DoD contracts with the sole exception of COTS items (non-COTS commercial items require it). The rise of cloud computing in DoD has helped to elevate this issue. Three hundred thousand federal contractors (including many small businesses) are affected by CDI requirements versus the fourteen thousand contractors covered by the National Industrial Security Program (classified info). An important takeaway point was that Industry and DoD acquisition professionals should expect greater emphasis during source selection on how effectively prime contractors will monitor their lower-level suppliers' protection of CDI.
