Army Policy & Guidance

Army policy on PBL is governed by Army Regulation 700-127 (“Integrated Logistics Support”), which states that the Army PEOs and PMs will “ensure that PBL is considered as a support alternative and used if it is determined to be economically and operationally feasible.” Chapter 4 outlines the steps that an Army PM is required to carry out to implement a PBL arrangement and the relevant Army policies for each step. *Note: this policy is currently under revision, with projected release date of Q4FY13.

This regulation prescribes the Department of the Army policy and responsibilities for the Army’s type classification, materiel release, fielding, and transfer process. The type classification process ensures that materiel is acceptable for Army use prior to spending procurement funds at the Full-Rate Production (FRP) Decision Review. The materiel release process ensures that Army materiel is safe, suitable, and supportable. The materiel fielding and transfer processes ensure the orderly and effective deployment and transfer of Army equipment, including all necessary logistics support requirements.

This Army PSM concept of operations (CONOPS) provides materiel developers (MATDEVs) and the acquisition community, including project, product, program managers (PMs) and product support managers (PSMs), with a comprehensive overview and vision of the roles and responsibilities, tasks, relationships, training, and career considerations for the product support manager (PSM). It also provides a framework by which the PM can organize for success
